- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6 as supplemented with additional information contained in this notice. This procurement is being conducted under Simplified Acquisition Procedures in accordance with FAR Part 13. This solicitation document and incorporated provisions and clauses are those in effect through the November 2006 Federal Acquisition Regulation revision, which includes the consolidation of all Federal Acquisition Circulars through 2005-14. This acquisition is NOT small business set-aside and the NAICS code is 519190. This announcement constitutes the formal Request for Quotation (RFQ) and a written solicitation WILL NOT be issued. It is the intent of the National Library of Medicine (NLM) to procure professional support services for the National Information Center on Health Services Research and Health Care Technology (NICHSR) on a sole source basis from Emergency Care Research Institute (ECRI), a non profit organization located in Plymouth Meeting, PA. The vendor shall provide: (1) machine-readable records relating to Health Services Research (HSR) and Healthcare Technology Assessment (HTA) reports and literature collected, abstracted, and indexed by ECRI in its role as a World Health Organization Collaborating Center for Information Transfer on Medical Devices and as a producer of a number of HSR information products including the Healthcare Standards Directory, and (2) delivery of ECRI's updated Universal Medical Device Nomenclature System (UMDNS) for incorporation into NLM's Unified Medical Language System (UMLS). As the coordinating unit at the National Library of Medicine for health services research and health data standards, NICHSR is responsible for assuring that major medical vocabularies and nomenclatures, including medical device nomenclature, are represented in the UMLS. ECRI has created and maintains the proprietary Universal Medical Device Nomenclature System (UMDNS), a standard international nomenclature and computer coding system for medical devices. ECRI also produces proprietary publications and databases related to health services research. The nomenclature, databases and publications are not available from any other source, thus no other source can provide ECRI's proprietary data and services which are required under this requisition. NICHSR has identified ECRI as having the requisite experience, knowledge and skills to perform this task. ECRI is uniquely qualified to provide the required services in the shortest possible timeframe and at least cost. VALUATION CRITERIA: The technical proposal will receive paramount consideration over price or cost factors. The evaluation will be based, in addition to price, on a written quotation detailing the demonstrated capabilities of the prospective vendor in relation to the needs of the project as set forth above. Offerors must submit information sufficient to allow the NLM to evaluate the following criteria for award. Criterion A: (50 points) Vendor must have a standard, updated, international medical device nomenclature system. Criterion B: (50 points) Vendor must produce publications relating to health services research and have experience in selecting and indexing health services research publications for online databases. The purchase order term will be January 23, 2007 through January 22, 2008 with option for four (4) successive one-year periods. All proposals received within fifteen (15) days from the date of publication of this synopsis will be considered by NLM. Responses must be in writing and must be received in this office by January 22, 2007 from the date of publication of this notice, and must meet the criteria requirement. The quoter shall include all information which documents and/or supports the qualification criteria in one clearly marked section of its quotation. All responses from responsible sources will be considered. The contractor shall comply with all applicable Federal, State, and local laws, executive orders, rules and regulations applicable to its performance under this order.
