- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. THIS AMENDMENT WILL EXTEND THE RFQ DATE TO 16 JANUARY 2007, REVISES THE STATEMENT OF WORK, PROVIDES ANSWERS TO QUESTIONS AND THE SITE VISIT ATTENDEES REVISED SCOPE OF WORK: 1. SCOPE. This requirement specification covers the technical services and ancillary products for the relocation of the Main Distribution Frame from the current location to a new building. a. Currently the Main Distribution Frame is located in room 106, Building 920, Rickenbacker Army Enclave. A new location has been designated in the Computer Room at the Rickenbacker Army Enclave Computer Network Data Storage Facility, approximately 100 m eters from the current location. b. This requirement specification includes the specification for the purchase of new fiber shelves, as it is necessary for seamless integration while limiting outages and enabling the Ohio National Guard to sustain contingency operations. 2. APPLICABLE DOCUMENTS. a. AR 25-1 Army Knowledge Management and Information Technology. b. AR 25-2 Information Assurance. c. Federal Information Processing Standard 140-2 (FIPS 140-2). d. Defense Information System Agency (DISA) Security Technical Implementation Security Guides (STIG). e. DODI 5200.40 DoD Information Technology Security Certification & Accreditation Process (DITSCAP) 3. REQUIREMENTS. The Ohio Army National Guard has a requirement to relocate the Main Distribution Frame providing core telecommunication services from Building 920, to the Rickenbacker Army Enclave Computer Network Data Storage Facility. a. Technical Objectives and Goals. The current Main Distribution Frame providing core telecommunication services at Rickenbacker Army Enclave does not have adequate conditioned, reliable power or adequate environmental controls to safeguard infrastructur e devices. The newly constructed Rickenbacker Army Enclave Computer Network Data Storage Facility provides the necessary environmental controls and has the ability to maintain 100% services under all conditions. b. Specific Requirements. Relocation of the Main Distribution Frame providing core telecommunication services must meet or exceed the following requirements. (1) Installation and testing of a new 100 grounded and shielded copper pair between Building 920, and the Computer Network Data Storage Facility. (2) Relocation of SBCs single mode fiber and ancillary wall mount termination equipment from Building 920, into the Computer Network Data Storage Facility. (3) Install a new 19 inch rack mount fiber shelf able to support up to 60 terminations. (4) Installation and testing of a new 12 strand 62.5 micron multi-mode fiber line between Building 920, and the Computer Network Data Storage Facility. (5) Relocation to the Computer network Data Storage Facility, termination, and testing of a 12 strand 62.5 micron multi-mode fiber line that currently resides between Building 920, and Building 944. (6) Relocation to the Computer network Data Storage Facility, termination, and testing of an 18 strand 62.5 micron multi-mode fiber line that currently resides between Building 920, and Building 930. (7) Installation of 3 inch conduit from the Telecom Junction Box located in the rear of the Computer network data storage facility to the inside of the building below the computer room raised floor. c. Contractor Services. Provide a Pre-Relocation of Services Checklist and readiness requirements to JFHQ-OH-J6, well in advance of delivery, relocation/installation of Network and Telephony Main Distribution Frame. Confirm prior to relocation of Networ k and Tel ephony Main Distribution Frame that each location (Building 920, and the newly constructed Computer network Data Storage Facility) is ready and able to execute specific requirements mentioned in paragraph 3b and 3c. Provide for relocation of Customer Prem ise Equipment with the assistance of the JFHQ-J6, from Building 920, into the newly installed racks at the Computer Network Data Storage Facility. Provide re-termination and extension of up to 48 analog terminations in the newly constructed Computer Netwo rk Data Storage Facility. d. Integrated Logistics Support. Vendor will provide on-site delivery, installation/relocation of Network and Telephony Main Distribution Frame. Travel and per diem for vendor delivery, installation/relocation of Network and Telephony Main Distribution Frame, if applicable, will be included in quoted contract price for product and services. e. Management Systems Requirements. An accompanied walk-through, familiarization site visit may be accomplished by vendor in order to development estimated cost of work. All current conduit paths are to be utilized unless otherwise stated. Final cut-ov er to relocated Main Distribution Frame providing core telecommunication services from newly constructed Computer Network Data Storage Facility must be executed between Friday, 1800 hours, and Sunday, 2100 hours. f. Production Planning for Project. An initial Pre-Relocation of Network and Telephony Main Distribution Frame coordination meeting will be conducted upon award of contract. The vendor will supply proposed work break-down structure (WBS), implementation schedule, Pre-Relocation of Services Checklist to include any customer readiness requirements, Post-Relocation/Installation checklist, to include circuit testing results summary, and Customer Satisfaction Survey prior to or during initial coordination mee ting. QUESTIONS AND ANSWERS: Q: What is the actual configuration of the 18 Fiber we are relocating from Building 930? Is it a Hybrid, SM/MM or is it an actual 18 strand multimode cable? A: 18 strand and 12 strand mm fiber Q: Is there an existing Ground/Bus bar in the new building? A: Yes Q: Are manuals available for the SBC equipment? A: No Q: In building 920 we are installing a fiber optic patch panel into an existing rack, is that panel to be 12 or 24 port? A.12 Port Q: In your price request, you specifically call out Install a new 19 rack mount fiber shelf able to support up to 60 terminations. Two will actually be required, one in Bldg 920 and one in the CNDSF. Are both shelves to be supplied by this contractor or does the ONG expect to reuse one? Ordinarily we would go ahead and quote two, but since your scope specifically calls for one I am wondering about the other. A: 60 in new building and 12 in building 920 provided by vendor Q: Does the SBC single mode fiber that is to be relocated follow the same aerial path as the fiber cables currently installed to buildings 944 and 930? A: No Q: How many strands of fiber are in the SBC cable? A: Dont know Q: During the site visit it was stated that terminations for all fiber were to be ST. Please confirm.
