Description
This is a combined synopsis/solicitation for academic training services prepared in accordance with FAR subpart 12.6 of the FAR, FAC 2005-14, effective 22 November 2006 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The NAICS code for this solicitation is 611519. The U. S. Coast Guard Yard has a requirement for academic training courses for 2007 Spring Semester Trades Training Programs to begin on or about January 29, 2007. Academic Training services will include the following courses: 1. Principles of Project Management I-Covers the foundation of managing projects in today?s business environment. Topics covered include the basic concepts of the five essential project management processes, defining requirements, schedules, risk management, and change control. Number of students: 20 each. 2. Introduction to Lean Principles-Investigates Lean concepts and practices and examines their impact on processes in work environments. To include process improvements, teamwork, process flow, lead time reduction, production, and inventory control and multiple organizational strategies are applied during simulation activities. Number of students: 20 each. 3. Introduction to Engineering Technology-Covers topics in variety of construction and engineering disciplines. Course examines the methods and processes used in the civil, surveying, construction, biotechnical, electrical, mechanical, and other engineering fields. Topics include soil mechanics, project management, technical organization, and measurement equipment. Number of students: 20 each. 4. Advanced CNC Programming-Provides instruction in advanced programming skills using CAM software, which covers 3D milling, surfacing, solids, and job setup for surface machining and advanced lathe programming using the C-axis and Y-axis. Number of students: 3 each. 5. Intermediate Algebra-Covers rational expressions and equations, radicals, quadratic equations, complex numbers, functions and relations, and exponential and logarithmic functions. Number of students: 24 each. 6. College Composition I-Provides instruction that focuses on writing skills, evaluating and explaining ideas, conducting library and internet research, developing a research paper, and documenting research. Number of students: 24 each. 7. Introduction to Computers-Explores introductory computer concepts, data versus information, information retrieval techniques, and the impact of computers on business and society; emphasizes Windows, software applications, and Internet usage. Number of students: 24 each. Include any applicable student fees separately. Facility shall be within 35 miles of 2401 Hawkins Point Road, Baltimore, MD 21226. Any concerns within a 35 radius of U.S. Coast Guard Yard, Curtis Bay, Baltimore, MD., having the expertise and required capabilities to furnish the above items are invited to submit a proposal. This data must include sufficient information to allow the Coast Guard to evaluate the proposal relative to the capabilities to provide the courses which are required by this solicitation. The Coast Guard will evaluate price and technical capability to determine the best proposal. Courses offered must be acceptable for credit at The Community College of Baltimore County. Concerns that respond to this notice must fully demonstrate the capability to accomplish the above and are to supply pertinent information in sufficient detail to demonstrate a bona fide capability to meet the requirements. Proposals submitted in response to this solicitation must include: (1) course name, course number, and description of course, number of credits, and unit/total price; (2) proposed start date and end date; (3) any applicable fees (4) taxpayer identification and Dun & Bradstreet (DUNS) number; (5) Contractors full name, address, and telephone number. Contractors shall use ORCA to electronically submit Representations and Certifications (Reps & Certs). ORCA is available through the Business Partner Network (BPN) at http://www.bpn.gov. Contractors are no longer required to submit hard copies of their Reps & Certs with each proposal. For contractors to be able to upload their Reps & Certs to ORCA, they must have an active Central Contractor Registration (CCR) record and a Marketing Partner Identification Number (MPIN). All responsible sources may submit a quotation, which if timely received, shall be considered by this agency. The following FAR clauses apply to this solicitation.
