Description
The Air Armament Center, 46th Test Wing, is seeking potential sources to provide non-developmental software and engineering support for the Operational Flight Program (OFP) Combined Test Force (CTF) at Eglin AFB, FL. The OFP CTF is currently responsible for Developmental Test (DT) and Operational Test (OT) of all versions of the F-15, to include the F-15E and Foreign Military Sales (FMS) program support. The software is responsible for near-real-time data analysis, data reduction and removal of cryptological data generated during F-15 aircraft DT/OT testing. The ability to change source code on-site is required to verify the quality of the data collected. The software must be able to utilize digital data from various sub-systems recorded with IRIG 106 Chapter 10, Merlin or MARS-II or newly defined instrumentation systems. The software will be able to reduce the data to engineering units, contrast with truth data, and support analysis of overall system performance. The software requires, by a method approved by the National Security Agency (NSA), guaranteed removal of cryptological data from the IRIG 106 Chapter 10 data. Software currently utilized by the Government is the Data Processing System (DPS) software, proprietary to Avionics Test & Analysis Corporation. This requirement also includes incidental engineering support for test planning, test conduct, engineering analysis, data processing, reduction, analysis and report generation. Engineering requirements include a thorough understanding of the F-15 aircraft, 1553 data bus structure and updating a database with 1553 key words as the data requirements change. The results of the engineering activities will be provided in an overall test report in response to flight test objectives. The North American Industry Classification Series (NAICS) code for this effort is 541511, size standard $23M. Period of performance will be from 1 April 2007 ? 30 September 2007. All personnel require at a minimum of a Secret security clearance. Firms responding to this sources sought are asked to provide the following information in their response: companys full name, business size, address, point of contact, and a complete capability/qualifications package, describing the companys software capabilities to include reference to documentation of independent verification of removal of cryptological data, experience, references to two agencies who have used the companys services and security clearance as described above. See numbered note 25. This is a Sources Sought Synopsis for market research purposes only and is not a Request for Proposal (RFP). No solicitation is being issued at this time and this notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract. Participation is strictly voluntary with no cost or obligation to be incurred by the Government.
