Description
This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at www.fbo.gov and the Navy Electronic Commerce Online (NECO) site at www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case that FBO is not available. Please feel free to use either site to access information posted by Naval Surface Warfare Center (NSWC) Crane Division. Forward deployed Special Operations Forces (SOF) in support of Operation Iraqi Freedom (OIF), Operation Enduring Freedom (OEF), and the Global War on Terrorism (GWOT) have documented requirements for a GMVAS which provides SOF operators the ability to navigate vehicles, conduct surveillance, detect, identify and track threats in all light and weather conditions. Although a single sensor system is desired to meet the SOF requirements for ground mobility applications, currently no single system can provide all the capabilities required to satisfy performance and capability requirements. Therefore, a suite of vehicle mounted multi-sensor systems is envisioned which will provide a driver visual enhancement system (referred to as Driver GMVAS), a short-range (<2KM) situational awareness module (referred to as Short Range ?C GMVAS) and man-sized target detection / identification / tracking module (referred to as Long Range ?C GMVAS). Each multi-sensor module will be interchangeable among SOF vehicles and interoperable with a central control station utilizing open architecture, interfaces and data outputs, thereby making each vehicle mission configurable. This collective suite of sensor modules will be identified as the GMVAS. This sources sought is for the Driver GMVAS module. The driver navigation system (Driver GMVAS ) will enhance visual range and images in all light and weather conditions. To provide this ability it is anticipated this system will include available technologies like low light level, I2 or charged coupled device (CCD) cameras and thermal imagers. The enhanced visual images will be transmitted to the driver via a night vision compatible display or possibly a heads up display (HUD). The driver will have the ability to select and/or fuse images to provide the optimal image on the display. It is anticipated that the driver GMVAS navigation system will be deployed on High-Mobility Multipurpose Wheeled Vehicles (HMMWV). The Driver GMVAS sensor module shall be mountable on the front of the vehicle behind the grill or recessed near the headlights. The max weight should be less than 10 lbs. The sensor module shall be constructed of, or coated with, neutral colored non-reflective materials to reduce probability of adversary detection. The system shall be sensitive enough and have a sufficient field of view to allow the driver to see the road ahead and avoid obstacles that may be within their path. Sensor shall be capable of producing visual images in low light or no light and in all weather conditions. With respect to the I2 technology, the system will mitigate the effect of halo/blooming. The system shall transition between extreme lighting conditions within 30 seconds without loss of operationally effective vision. The sensor display shall be visible to SOF operators with naked eye and when aided with visual augmentation systems. The display shall have a selectable visible mode and non-visibl e mode. The display emissions in the non-visible mode shall be multi-spectral and visible between 730nm and 1000nm. The visual image will be sent to a Night Vision / Day Light compatible display, which can be mounted to provide easy viewing by the driver. The display will have the capability to switch between sensors (e.g. thermal image and LLL/ I2/CCD image) to provide optimal view. Device shall operate in the same electromagnetic spectrum as aiming / pointing / designating lasers, and IR traced ammo used by U.S. forces. Sensors and sensor modules shall be hardened to reduce the probability of electro-magnetic interference with or from platform weapons, communications and power train. Sensors shall be filtered to reduce susceptibility to electro-magnetic environmental effects and optical augmentation without degrading sensor performance. System must support capture of still / live imagery and be capable of feeding data in analog and digital format to external display or re cording devices. Sensors shall not emit detectable light or noise from a distance of 2 meters. They shall reduce retro-reflection to the maximum extent possible without degrading sensor performance. System must be powered by the vehicle12-24 VDC, ??4 amps. Device must be compatible with Mission Oriented Protective Posture (MOPP) gear and useable by individuals wearing cold weather protective clothing. The system mounts shall have the capability to be installed / retrofitted on all designated SOF training and tactical ground vehicles. The sensor control mechanism shall enable the driver to remotely turn the sensors off an on, and switch or fuse display images. System shall function in temperatures ranging from -40?? C to +50?? C (-40?? F to +122?? F) and in environments where relative humidity ranges from 0-100%. Sensors shall be able to withstand ground vehicle shock. System shall be sealed to ensure it functions reliably in all environments where water (to include creek fording), fine dust, sand and other particulate matter both in air, and i n solution, are prevalent. This sources sought is being issued to identify potential sources to manufacture the Driver GMVAS. The Government is interested in utilizing the best available existing technologies or a combination thereof (i.e. non-developmental items, commercial-off-the shelf or modified commercial-off-the-shelf). This request is for planning purposes only. No solicitation document exists at this time. Issuance of this notice does not constitute any obligation on the part of the Government to procure these items or to issue a solicitation. In addition, the Government is under no obligation to pay for information submitted in response to this synopsis, and responses to this synopsis cannot be accepted as offers. Any information that the vendor considers proprietary should be clearly marked as such. Responses to this synopsis that indicate that the information therein is proprietary or represents confidential business information will be received and held in confidence for U.S. Government u se only. Please submit any applicable product literature, descriptions of use in similar applications, drawings, brochures, videos or related material on or before 31 January 2007 via email or CD-ROM.
