- This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov/ and the Navy Electronic Commerce on Line (NECO) site located at http://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the NSWC Division Crane. Naval Surface Warfare Center (NSWC) Crane Division has a requirement for APS-148 Seavue Radar System Spares in support of the US Navy Special Missions Aircraft. A list of the spares may be requested from the POC listed below. This requirement will be negotiated on a sole-source basis with Raytheon, McKinney TX, in accordance with FAR 6.302-1; only one responsible source and no other source will satisfy agency requirements. Raytheon is the only known source that possesses the specialized expertise required for production of these items. All test benches, drawings, software, and test procedures for the listed Radar System are proprietary of Raytheon Company. A five year Indefinite Delivery, Indefinite Quantity (IDIQ) contract is anticipated with a minimum/maximum quantity of 13/185. Delivery will be FOB destination, NSWC-Crane, Crane, Indiana 47522-5000. Initial inspection will be at origin by the Defense Contract Management Agency (DCMA), and final inspection and accep tance at destination. All changes to the requirement that occur prior to the closing date will be posted to the Crane website, FedBizOpps, and NECO. It is the responsibility of interested vendors to monitor the Crane web site, FedBizOpps, and/or NECO for amendments that may be issued to this solicitation. For changes made after the closing date, only those offerors that provide a proposal will be provided any changes/amendments and considered for future discussions and/or award. Interested parties may respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. This solicitation will be available on or about 08 January 2007 at the following address: FedBizOps http://www.fbo.gov, the Navy Electron ic Commerce on Line (NECO) site located at http://www.neco.navy.mil, and the Crane webpage at http://www.crane.navy.mil.supply/announce.htm. No hard copies of the solicitation will be mailed. The offeror must download from the www site listed. Offer must be submitted in the format specified in the solicitation. Submitting a bid from the NECO website by clicking on ?Submit Bid? does not guarantee offers will be received by the proper person in the correct format. It is the responsibility of the offeror to download the RFP and to submit offers to the POC at NSWC Crane.
