- PRE-SOLICITATION SYNOPSIS: THIS IS NOT A SOLICITATION. The Environmental Protection Agency (EPA), Office of Superfund Remediation Technology Innovation (OSRTI) has a requirement to provide Technical Assistance Services for Communities. This requirement will provide technical assistance services in the following areas: Contractor Management Systems, Information Assistance, Community Education, Community Job Training, and Technical Expertise. The contractor will be required to perform Technical Assistance Services for Communities according to the requirements set forth in the Statement of Work (SOW), and in accordance with the terms and conditions of the resulting contract. The draft SOW is posted at http://www.epa.gov/oam/srpod. The Agency expects to finalize the SOW prior to release of the actual request for proposal. The Agency intends to award a cost plus fixed-fee work assignment type contract with a twelve (12) month based period and four (4) one year option periods for a total of sixty (60) months. The total level of effort hours including option periods is 92,340. It is EPA?s intent that offerors propose labor categories, and the distribution of LOE between those labor categories, based on their understanding of the SOW. Exact numbers, levels and skills are not specified by EPA. Competition for the award will be a Total Small Business HUB-ZONE Set Aside. Prospective offerors are hereby notified that Conflicts of Interest (COI) concerns are to be identified and mitigation plans offered in response to the RFP. In addition, EPA will evaluate written responses to the solicitations. Offerors will be evaluated on factors which may include Technical Capability & Approach, Management Approach, Sample Task Orders, and Past Performance. In an effort to streamline the procurement process, and to utilize the internet and electronic communications to the maximum extent possible, the solicitation, and amendments, and other related items for this procurement will be posted at this website: http://www.epa.gov/oam/srpod, with notice posted on fedbizopps.com. Solicitation PR-HQ-06-14008 will be issued as a Request for Proposal (RFP) on or after February 1, 2007. Interested offerors are required to download the RFP and all related documents from this website. No printed copies of the RFP will be available.
