- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation Sub Part 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a WRITTEN SOLICITATION WILL NOT BE ISSUED. Solicitation number F3HKB16326A100 is issued as a request for quotations. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-05. This solicitation is issued as a 100% Set-Aside for HUBZone Small Business Concerns; the NAICS Code is 332312; the NAICS size standard is 500 employees. 55 CONS intends to issue a firm fixed priced purchase order for delivery and installation of the following items: 1. 3 ea: 100 ft monopole painted FAA orange/white; 80 MPH 3 carrier, .5 inch radial ice; step bolts, safety climb, and lightning rod. Monopole will be Glen Martin Engineering P/N MP10010003 or equal item. 2. 3 ea: Monopole antenna platform 14 ft X 14 Ft 3. 3 ea: Installation stacking 1 monopoles. Includes cost of crane and labor for erection of 1 tower and installation of antenna platform 4. 1 ea: Freight ? Two trucks (3) poles shipped together 5. 1 ea: 15 ft extension for beacon mount 6. 3 ea: Paint pole FAA safety orange and white DESIGN DRAWINGS ARE AVAILABLE UPON EMAIL REQUEST to scott.reed@offutt.af.mil. THESE DRAWINGS MAY BE USED FOR THIS PROJECT ONLY. ANY OTHER USE CONSTITUES COPYRIGHT INFRINGEMENT AND IS PUNISHABLE BY LAW (Title 17 U.S.C. Section 101 et seq., Title 18 U.S.C. Section 2319). A SITE VISIT IS SCHEDULED FOR WEDNESDAY, 24 JANUARY 2007 AT 0900 HRS (CST). ATTENDANCE IS NOT REQUIRED BUT IS HIGHLY RECOMMENDED. PLEASE READ THE BELOW QUESTIONS AND ANSWERS: Q & A for F3HKB16326A100 Q: Are the foundations for the towers in place? If they are, what size are the bolts and what is the particular bolt pattern? A: The foundations are in place. There will be a site visit on 24 January 2007 at 9:00 AM for offerors to take measurements for the existing bolt pattern Q: Are there any restrictions on crane usage in the work area? A: There are no restrictions. There are two FAA forms that will need to be completed by the awardee prior to raising the crane boom. Q: What county will the work be performed in? A: The work will be performed in Sarpy County, Nebraska. Q: Is grounding equipment for the towers in place? Will the grounding equipment need to be provided by the contractor? Does the contractor need to attach the towers to the grounding equipment? A: Grounding for the towers will be accomplished in-house. No contractor work is needed for grounding these towers. Q: What are the specifications for the safety climbs? Are they to be of the rigid- or cable-type? A: The safety climbs will be cable-type. Q: The 14' X 14' antenna platform - Do you want a triangular platform, or square? A: The antenna platforms will be square. Q: We do not understand - "3 ea: Installation stacking 1 monopoles." Please advise. A: This items requires the awardee to install the monopoles. Q: We do not understand - "1 ea: Freight? Two trucks (3) poles shipped together." Is this a shipping instruction? A: These are shipping instructions. The three poles must be shipped together. It is estimated that two trucks will be needed for this. Q: Do you have an existing site plan? A: We have an aerial picture of the site that shows where the builing will be along with the three poles. This will be provided upon request. Q: Will any survey work be required? A: Survey work will not be required. However, a site visit has been scheduled for 24 January 2007 at 9:00 AM. No one is required to attend this site visit, but it is highly recommended. Q: Will a shelter be located nearby? A: There will be a shelter located on-site to house all GATR equipment. Q: Will we be required to install antennas and coax? A: You will not be required to install antennas and coax. Q: Will an ice bridge be required or will coax be run underground? A: Coax will be run underground up to the pad, then into a conduit outside the pad and into the bottom of the monopole. The monopole needs to have an access door cut out for the Comm. Q: If coax is run underground will you require stub ups? A: This is being handled in-house and will require no work from awardee. Q: Who will install the power facilities to operate the beacon? A: This will be accomplished by 55th Civil Engineer Squadron. Q: Do you fall under the FAA guidelines and requirements? If so, o Will a determination of No Hazard be required by the FAA? o Since a beacon is mentioned earlier, have you an FAA recommended/approved lighting system? A: The determination of No Hazard has already been accomplished. We have the old beacon from the current beacon pole that will be transferred to the new extension of the new beacon monopole. Q: What are the site locale security requirements? A: Communications and Contracting personnel will provide escorts to contractors for the site visit. Once the contract is awarded, awardee will need to have a signed copy of the contract to gain entrance to the base. Q: Is the construction site on an operational airport? A: The construction site in on an Air Force base near the flightline. Two FAA forms will need to be completed by the awardee prior to raising the crane boom. Q: Will there be an on site pre-bid meeting? A: The will be an on site pre-bid meeting on 24 January 2007 at 9:00 AM. Attendance is not required but is highly recommended. Q: What is the ice-loading requirement for the poles? Was this considered in the foundation design? A: These poles should be designed for .5 inch radial ice based on the history of our country by the TIA/EIA-222 Rev. F (governing tower code). The monopoles should have a loading capacity of 50%. All quotes should be received NLT Thursday, 22 February 2007, at 12:00 pm (cst), and sent electronically via e-mail, if possible, to scott.reed@offutt.af.mil or faxed to (402) 294-7280. All potential bidders are reminded, in accordance with DFARS 252.204-7004, Required Central Contract Registration, that lack of registration in the CCR database BY Thursday, 22 February 2007, at 12:00 pm (cst) will make an offeror ineligible for award.
