Description
The National Institute of Child Health and Human Development is seeking sources (Small Businesses and/or 8(a) firms classified under NAICS 541710 to serve as a multi-site data coordinating center. This project will support multiple studies concurrently as required. Each study may last from two to four years, and as many as three studies may start in a year. However, one to two starts a year is the norm. The objectives of this contract are for the NICHD to obtain: 1) the expert coordination, monitoring, data management, and analysis necessary to ensure that the objectives of multi-site studies are successfully achieved; and 2) a final complete dataset inclusive of all the data in a format for direct importation into standardized statistical packages as specified, supporting documentation such as codebook, and any additional study-specific files. The Offeror should demonstrate that its personnel have experience with biomedical data collection and interaction with scientific investigators. The proposed team should have a project manager with an advanced degree in statistics and substantial experience managing data coordinating centers for biomedical studies. Team members such as study managers, data managers, etc. should have degrees related to their fields and experience relevant to their positions. Work expected to be done includes, but is not necessarily limited to: 1) participating in the establishment of standard clinical and data collection procedures, including assisting NICHD PO in developing final protocols, manual of operations and data collection forms; 2) assisting NIH PO in scheduling and organizing meetings; 3) serving on the Steering Committee (Project Manager) and participating in development of data coordination at all clinical centers; 4) developing an appropriate randomization scheme and coding assignment that take into account strata, cohorts and race/ethnicity composition; 5) implementing the quality control system for monitoring data collection procedures; 6) implementing the data management system for the collection, editing, and correction of data from the Clinical Centers; 7) conducting site visits of the Clinical Centers to assure protocol adherence. The capability statements will be evaluated according to the following criteria: 1) Experience of professional and non-professional staff in performing work for statistical coordinating centers. 2) Organizational experience operating statistical and clinical coordinating centers; and 3) Availability and adequacy of Facilities, Systems, and Equipment to operate as a data coordinating center. THIS IS NOT A REQUEST FOR PROPOSALS.
