Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The acquisition is full and open competition and is solicited as a Request for Quotation (RFQ).The US Army Test Center, APG, MD requires delivery of Liquid Carbon Dioxide (CO2) to Aberdeen Proving Ground (APG), MD, for a period of 12 months, Jan 2007 through December 2007. The CO2 is required to support extreme cold temperature testing in the environmental chambers located on the installation. The required line item shall be in units spe cified as TONS and priced in rates per ton for a total order quantity of an estimated 2,083 tons for the entire period of performance. Delivery shall be FOB Destination. Offers shall be evaluated and awarded on the basis of Best Value to the Government. A Contracting Officer's Representative or a Government Point of contact shall call for delivery service based upon the requirements of the order. The following clauses and provisions apply to this acquisition: FAR 52.212-1 Instructions to Offerors--Commer cial Items, 52.212-3, Offeror Representations and Certification--Commercial Item. Note: FAR Clause 52.212-3 is required to be completed and returned to the US Army Contracting Agency (ACA) address as listed below. If the required clause entries are post ed on ASFI ORCA electronically, then please state so in your offering. Continuing the applicable clauses--FAR 52.212-4, Contract Terms and Conditions--Commercial Items, AMCAC 52.0204-4001, Identification of Ozone Depleting Substances; AMCAC 52.0204-4002, AMCAC 52.0211-1M, AMCAC 52.0223-4000, AMCAC 52.0242-4001, APG 52.0242-4002, Submission of Invoices, APG 52.0210-4110, APG 52.0229-4100 Exemption Certification from Maryland and Retail Sales and Use Tax; FAR 52.216-19, 52.216-21, 52.216-22. Vendors offerin g quotes for this combined synopsis/solicitation must be registered in the Central Contracting Registry to qualify for award.
