Description
THIS IS A SOURCES SOUGHT NOTICE ONLY, THIS IS NOT A REQUEST FOR PROPOSALS OR QUOTES. Information gathered in response to this Request for Information (RFI) will be used to support the Joint Program Executive Office for Chemical Biological Defense (JP EO-CBD) and the Joint Service Transportable Decontamination System (JSTDS) Program Office (PO) survey of both available and soon to be available products that have the capability to mix a solid granular decontaminant with water. The JSTDS PO requests info rmation on mixing capabilities to support field mixing of Decontamination Formula (DF) 300. DF 300, developed by Sandia National Laboratories, is comprised of three solid granular components that are mixed with water. To date, DF 300 has only been mixed in a laboratory using a magnetic stirrer in the following manner: Part 1 (solubilizers) is ad ded to water and mixed vigorously (0.4 KW per cubic meter) until dissolved (one minute); Part 2 (peroxide) is added and mixed vigorously until dissolved (six minutes); and Part 3 (foam) is added and stirred gently until dissolved (four minutes). Laborator y mixing has yielded one liter batches; large quantities will be required in the field. An operational scenario to yield 100 gallons of decontaminant would require 320 pounds (7.2 cubic feet) of DF 300 be mixed with 70 gallons of water; the formulation wi ll then be dispensed via a military applicator system. Further information on the concept of employment can be found in the MultiService Techniques, Tactics, and Procedures Field Manual (FM) 3-11.5. Specific product performance and support information is sought on items that are currently available or are actively being pursued by industry to be available in the 2007 timeframe. Information is requested on rugged systems that would withstand the harsh military environment (vibration, temperature, humidity, transport drops, blowing sand, etc.) or could be readily modified to withstand these environments. This RFI is issued solely for information and does not constitute a solicitation or the issuance thereof. All information received in response to this RFI that is marked proprietary will be handled accordingly. Responses to the RFI will not be returned. Responses to this RFI are not offers and cannot be accepted by the Government to form a binding contract. Responders are solely responsible for all expenses associated with responding to this RFI. Vendors having products that they believe would be suita ble for military decontamination operations as described herein shall submit hard copies and/or an electronic copy of their product data sheets, related brochures, descriptions, price lists, or other documentation deemed appropriate. No telephonic respon ses will be considered. Responses should include product name, product description, manufacturer, weight and cube, manpower requirements, cost per unit, formulations with which the system is compatible, length of time the product has been produced or when product is expected to b e available, current uses of the system, and a point of contact should the Government desire further information.
