- Description
- The US Army Corp of Engineers, Topographic Engineering Center (TEC) has a requirement for a lightweight, portable, rugged, handheld, full function, multimodal collection and identification device that uses iris, finger and facial recognition biometri cs for enrolling, identifying and verifying subjects. The purpose of this Request for Information (RFI) is to determine if there are sources capable of satisfying TEC's requirements. NO PROPOSALS are being requested or accepted under this RFI. Feedback addressing the clarity, feasibility, scope, and potential alternative means of meeting TEC's requirement is sought. The anticipated North American Industry Classification System (NAICS) Code for this requirement is 334111. The small business size standar d is 1,000 employees. All responses shall identify business size (large or small). TEC is assessing the existence of sources and is requesting capabilities packages from industry on the requirements that follow. In addition to the previously stated desc riptive requirements- The device shall incorporate a Global Positioning System (GPS) receiver inside the case allowing the collection of GPS data during enrollment and identifying operations. The embedded GPS should allow positioning data to auto-populate the proper fields of the enrollment and identification record software. The device shall be flexible, scalable, and capable of operating in extreme and rugged mobile environments as well as on a desktop connected to a host personal computer or network. All Biometric and Biographical Data formats shall be Electronic Fingerprint Transmission Specification (EFTS) compliant and must be able to be uploaded and downloaded from the Biometrics Automated Toolset (BAT) architecture. The devices system software is required to integrate seamlessly with existing Department of Defense (DoD) and Intelligence Community (IC) biometrics collection and identification and to support biometric standards Electronic File Transmission (EFT) 7.1 an d Electronic Biometric Transmission Specification (EBTS) 1.1. The device shall address a wide range of applications in the U.S. Governments support of the Global War On Terror. TEC is seeking sources that are able to address their ability and/or approach. Responses shall be limited to no more than 10 pages. Interested Parties are encouraged to submit product literature, in response to this RFI. None of the materials submitted in response to this RFI will be considered or have any bearing on any subsequent evaluation of proposals submitted in response to any resulting Request for Proposal (RFP). TEC will not pay for information or comments provided and will not recognize any co sts associated with the submission of comments. RESPONSES ARE DUE NO LATER THAN 19 JAN 2007, 10AM EST.
