- Description
- The U.S. Coast Guard (USCG) has a requirement for advertising and related services to communicate the opportunities for serving in the USCG and generate the necessary leads for the USCG to meet its recruitment mission requirements. The contractor will be required to: (1) provide account management services; (2) develop/conduct/ coordinate the research and analyses of market and advertising data; target audience psychographics and demographics analysis; target audience strategies; and creative and communications research; (3) provide comprehensive support in the development, production, and placement of image advertising materials including, but not limited to electronic media (i.e. television, radio, web pages and internet media), sports and event marketing, print placements in magazines, newspapers, outdoor and transit mediums, and recruiter support (i.e. outdoor and indoor recruiting office signage/office visuals), promotional literature and giveaways, and static displays; (4) generate recruiting leads through development, production and placement of local advertising for recruiting offices and execution of a national direct marketing program; (5) provide a telemarketing and literature fulfillment operation having data that fully integrates with the government licensed Closed Loop Lead Fulfillment System (CLLFS) or be prepared to use email or fax to deliver leads to the recruiting offices in the event that data cannot be submitted to the CLLFS. The period of performance consists of a base year plus four one-year options. This is an unrestricted (full and open) procurement. The NAICS code is 541810 with a size standard of $6,000,000. The USCG intends to award an Indefinite Delivery-Indefinite Quantity (IDIQ) type contract with firm-fixed price task orders in accordance with FAR Part 12, Acquisition of Commercial Items. The solicitation proposal submissions will include written and oral presentation requirements. Solicitation will be released on or about 19 July 2005. The anticipated award date will be on or about 15 September 2005. NOTE: THIS NOTICE MAY HAVE POSTED ON FEDBIZOPPS ON THE DATE INDICATED IN THE NOTICE ITSELF (14-JUL-2005).
