Description
Solicitation is amended as follows: 1. SOW is revised; 2. Personnel to moved is increase by 20; 3. Add a PR# F1S1AB6331BM02 to all quotes.--------------- This is a combined synopsis/solicitation for commercial items prepared IAW the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotes are being requested and a written solicitation will not be issued. This is a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-13 and DFARs Change Notice (DCN) 2006-11-09. Standard Industrial Classification (SIC) code is 4783 and the size standard is $23,500,000.00. NAICS is 488991. This acquisition is a 100% small business set aside. Simplified Acquisition Procedures (The award will be less than $100,000) will be followed. This purchase will be for relocation service for 452 Global Vigilance Group, Edwards AFB CA 93524 in accordance with the following Statement of Work; STATEMENT OF WORK; FOR RELOCATION SERVICE; 1.0 DESCRIPTION OF SERVICES; 1.1. Scope of Work. Contractor Responsibility: The work covered by, but not limited to, specifications consisting of furnishing all supervision, labor (to include removal and replacement of door), equipment, and material (to include furniture blankets) to perform all operations for movement of office equipment (computer, printers etc), supplies, file cabinets, and miscellaneous office items, aircraft tools, aircraft support equipment and associated items in relocating approximately 270 personnel consisting of 250 personnel from the South Base complex to two different locations on Main Base (Building 1414 and Building 1609); and approximately 20 people from Bldg 1609 to Bldg 1398 on Main Base. Computer moves include CPUs, monitors, keyboards, and assorted wiring. Government IT Personnel will unplug wiring prior to being moved and prep for shipment; Move will be in three phases each starting on a Thursday and ending on Sunday if necessary. Anticipate start date of Phase I for 90 people & bulk materials to be on or about 20 ? 22 of March 07. Anticipate start date of Phase II for 20 people approximately two weeks later. Anticipate start date of Phase III, NLT 30 April 07. Computers will be moved first in each stage of each phase. Phase I will consist of the following: move an estimated 90 people; approximately 50 each 4?x4?x4? D containers; and miscellaneous aircraft tools and aircraft support equipment. Phase II will move an estimated 20 people and miscellaneous office supplies. Phase III will move an estimated 160 people; Note#1: Sample of removable labels shall be included with the Quote. The labels will be used for pre-move instructions. Note#2: All labels furnished for computer equipment shall be red to distinguish all computers & computer equipment from any other labels; 2.0 SERVICE DELIVERY SUMMARY; 2.1 Contractor shall provide the following packing supplies in two stages for Phase I. Contractor shall make appointment with POC, Tom Stiles, 661-816-4647, to arrange delivery and distribution of following supplies; (1) Approximately 3 weeks in advance of scheduled move: D-containers, 4? x 4? x 4?, consisting of wooden pallet, a box bottom, a three-panel side piece with a separate fourth panel which can be bent forward for easy loading and a box top, with adequate number of containers to facilitate packing 3,200 ? 3,500 cubic feet of property m/l. Contractor shall secure the D-containers prior to move by shrink wrap or other means; (2) Approximately 2 weeks in advance of scheduled move: (a) Adequate 1.5 cubic foot boxes for 90 people. (b) Adequate 1.5 cubic foot boxes for the computer connections & wiring assemblies for 90 people. (c) Adequate tape for all 1.5 cubic foot boxes. (d) Adequate number of Removable Labels to mark all boxes, computer equipment, other office equipment & furniture. Tags used to mark computer equipment should be of a different color from other moving tags, preferably red; 2.2 Contractor shall provide the following packing supplies for Phase II. Contractor shall make appointment with POC, Jack Welsh, 661-810-8592 to arrange delivery and distribution of following supplies. Move will be completed in two stages: (1) Approximately 2 weeks in advance of scheduled move (or at the same time Phase I move is being made to Main Base from South Base); (a) Adequate 1.5 cubic foot boxes for 20 people. (b) Adequate 1.5 cubic foot boxes for the computer connections & wiring assemblies for 20 people. (c) Adequate tape for all 1.5 cubic foot boxes. (d) Adequate number of Removable Labels to mark all boxes, computer equipment, other office equipment & furniture. Tags used to mark computer equipment should be of a different color from other moving tags, preferably red; 2.3 Contractor shall provide the following packing supplies for Phase III. Contractor shall make appointment with POC, Tom Stiles, 661-816-4647, to arrange delivery and distribution of following supplies; (1) Approximately 2 weeks in advance of scheduled move: (a) Adequate 1.5 cubic foot boxes for 160 people. (b) Adequate 1.5 cubic foot boxes for the computer connections & wiring assemblies for 160 people. (c) Adequate tape for all 1.5 cubic foot boxes. (d) Adequate number of Removable Labels to mark all boxes, computer equipment, other office equipment & furniture. Tags used to mark computer equipment should be of a different color from other moving tags, preferably red; 3.0 GOVERNMENT FURNISHED EQUIPMENT; 3.1 Government Furnished Equipment or Facilities. The Contractor will furnish all equipment with the exception of a 6K or better GFE forklift at both loading and unloading sites; 4.0 GENERAL INFORMATION; 4.1 Work Hours: Work hours for the relocation of items will be Monday through Sunday, 7:30am to 4:30 pm. No work shall commence without prior coordination with the Site Support manager, Jack Welsh 661-810-8592, and the Project Manager, Tom Stiles, 661-816-4647; 4.2 Base Access: Proof of vehicle registration, driver?s license, and vehicle insurance must be made available prior to issuance of base permits. The contractor shall obtain base access for his personnel, subcontractors, vehicles and equipment by submitting the following information to the contracting office or facility manager or project manager within five (5) working days prior to commencing work; NAME OF INDIVIDUAL;SOCIAL SECURITY NUMBER; PLACE OF BIRTH; DATE OF BIRTH; DRIVERS LICENCE NUMBER (of driver of company vehicle); VEHICLE LICENSE NUMBER (of company vehicle); 4.3 Flightline Access: Contractor shall have a ?flightline driver? on board at all times on flight line. POC for flightline access arrangements is Tom Stiles, 661-816-4647. If site visit is deemed necessary by Contractor, arrangements will be made through the Contracting Officer listed below. Please note that no Government funds will be provided for site visits.
