Description
Brookhaven National Laboratory intends to award a contract on a non-competitive basis as we believe that there is only one source, Colorado School of Mines, that can perform this research and development to the satisfaction of the agency. The proposed award will be a cost contract for a period of 2 years. The effort is to provide research and devlopment for a project entitled: Atomic-scale Mechanisms of Reversible H-storage in Ti-doped Sodium Aluminum Hydride. The effort is for the development of a quantitative understanding of the fundamental, atomic-scale mechanisms underlying the facile reversible hydrogen storage in titanium-doped sodium aluminum hydride (NaA1H4). Solicitation Number 114940 has been assigned to this procurement. All responsible sources that have the required specific knowledge of theoretical calcualtions on large supercomputer systems and have individuals on their staff that are recognized leaders in ab-initio calculations of solid surfaces as documented by their distinguished track record in this field are encouraged to submit proposals by 1:00 pm (local Upton, NY time) via email only to the attention of JoAnna Black at jblack@bnl.gov. Responsible sources must have expertise in computational condensed matter physics and in the simulation of scanning tunneling microscopy (STM) images as this is the type of expertise that is uniquely suited to support the experimental studies performed at Brookhaven National Laboratory. All proposals received in response to this notice will be evaluated and used to determine whether to conduct a competitive procurement. A determination by Brookhaven not to open the requirement to competition based on the responses and the proposals received is solely within Brookhaven's discretion. There will be no formal Request for Proposals or other information regarding this requirement unless there are offers and proposals received that substantiate the need for a competitive procurement. Offers and/or proposals received after the date and time established herein for receipt of proposals will not be considered. This contract is in support of collaborative basic research which cannot be provided by the private sector.
