Description
THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR A PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The National Heart, Lung, and Blood Institute (NHLBI), Office of Acquisitions (OA), Division of Extramural Research Activities (DERA), for the National Institute of Biomedical Imaging and Bioengineering (NIBIB), NIH, intends to negotiate and award a purchase order on a noncompetitive sole source basis to FEI Company, 5350 NE Dawson Creek Drive, Hillsboro, OR., 97124. The items to be purchase are: Item (1) Product # FP 5480/35- Inspect3D The package is required to provide a user-friendly solution for alignment of a tomographic series of images, 3D reconstruction of the data, as well as basic visualization functionality. The Inspect3D shall involve an x-y alignment, which can be based on either bead tracking or image cross-correlations. These cross-correlations can be improved by a multitude of filter options. Fine-tuning of the tilt axis position can be carried out interactively. Bead tracking traces multiple round particles on the specimen throughout the tilt series. Apart from x-y alignment, bead tracking can also correct rotation and magnification changes for each image. The reconstruction of the tilt series into a 3D volume of arbitrary size shall be carried out by three different algorithms, weighted back projection, ART and SIRT. The reconstructed volumes is expected to be read into the software package Amira (version 3.0 or higher) via a proprietary plug-in for further advanced visualization and analysis. The plug-in shall allow for importing the Inspect3D output into an Amira-compatible format. The plug-in shall be included with the Inspect3D. The Inspect3D shall run under Windows 2000 or Windows XP, advised configuration. Item (2) Product #FP548037- Inspect3D Additional License The government requires additional license for Inspect3D that allows for use of the software on an additional PC. Item (3) Product #FP5480/10 Scanning Transmission Electron Microscopy (STEM) Tomography Data Acquisition Software Shall provide a user friendly and fast way for the automatic acquisition of tilt series in High Angle Annular Dark Field ( HAADF) STEM mode. The data set shall be used with three-dimensional reconstruction and successive visualization. The STEM Tomography Data Acquisition Software module requires the presence of STEM hardware with an HAADF detector as well as TEM tomography data acquisition software (shall be included in the Xplore3D suite). The STEM tomography data acquisition software must automatically determine the optimum acquisition position, at which sideways displacements and focus changes caused by the tilting are minimized. Government required delivery dated is January 2007. The sole source determinations are based on the fact that the acquisition is to acquire software that must be compatible with existing hardware, i.e FEI Model TF, Electron Microscope S/N ND243. This system will be used to develop a new 3D nano seal imaging. Therefore, to conduct an award to any other source would result in a substantial duplication of cost to the Government that is not expected to be recovered through competition. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct future competitive procurement. The acquisition is being conducted under simplified acquisition procedures and is exempt from the requirements of FAR Part 6. The North American Industry Classification System (NAICS) is 541519 and Standard Size is $23.5 million. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this requirement. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct future competitive procurement.
