Description
FEMA intends to solicit requirements for the design-build of new Group Sites in Louisiana and Mississippi. This procurement is restricted to and set-aside for small business residing or primarily doing in business in the states of Louisiana and Mississippi pursuant to the Robert T. Stafford Act, FAR 52.226-3, and FAR 52.226-4. The prospective contractor shall provide all management, supervision, labor, material, equipment, and tools necessary to design, facilitate, and construct group sites of Travel Trailers (TT), Mobile Homes (MH), and Park Models (PM) in multiple geographical areas. All properties will have been leased by the Federal Government and all TT, MH, and PM will be installed by other Government contractors. The solicitation NAICS code is 236220. The resulting contract is anticipated to be firm fixed price Indefinite-Delivery/Indefinite-Quantity (IDIQ). This requirement may result award, based on a best value source selection approach, of up to five (5) contracts to those offerors that demonstrate that they can provide both the design services and the construction of multiple trailer site location ranging from four (4) pad sites per Pad Location for Travel Trailer up-to 200 pad sites for Travel Trailer; as evidenced by relevant and recent past performance, a sound management and technical approach, and reasonable and realistic prices. Responsible and responsive offerors considered to have the specific qualifications and capabilities deemed necessary for this design and construct project are encouraged to compete. The solicitation will be posted on or about January 25, 2007. Request for Proposal (RFP) due 30 days after receipt of the solicitation. To be considered a small business, the concerns average annual receipts for the preceding three (3) fiscal years may not exceed $31 million under NAICS 236220. The contracts will be for one-year Base Period with two Options. The contracts are expected to commence on or about April 10, 2007. Initial contract awards and resulting Task Orders will include the requirements for ten (10) known projects in Louisiana, for which statements of work will be provided in the solicitation. The best value selection process will determine which sites the successful offerors will be awarded; a minimum of one (1) site for each successful offeror. Task Orders for additional projects will be competed among the successful offerors resulting from this competition. All firms responding to this solicitation must be registered in the Central Contractor Registration database http://www.ccr.gov/ and have completed their Online Representations and Certifications Application (ORCA). The ORCA site can be found by going to http://www.bpn.gov and clicking on ?Online Reps and Certs Application Vendor? on the left side of the screen. Two items are needed prior to ORCA registration; (1) An active record in CCR, (2) An MPIN from that active CCR record. The Government is conducting an INDUSTRY DAY for this procurement on January 18, 2007 located at the SPAWAR System Center Building 4 Auditorium located on 2251 Lakeshore Drive New Orleans, LA 70145.
