Description: The Government hereby releases the Request for Proposal (RFP) for Systems Engineering & Integration (SE&I) in support of the Global Positioning System Wing (GPSW). PLEASE REFER TO THE RFP COVER LETTER FOR IMPORTANT SOLICITATION INFORMATION. The associated RFP files are located on the FedBizOpps Website with this announcement. Offerors are responsible for ensuring they have downloaded/obtained all required documentation to respond to the RFP. Per Section L, offerors OCI Mitigation Plans are requested to be submitted by 24 January 2007. A revised Systems Engineering Plan (SEP) for GPS, dated 10 January 2007, is available for downloading on the GPS Bidder?s Library. In accordance with Air Force Federal Acquisition Regulation Supplement (AFFARS) MP5315.3, Subpart 4.5.2, a source selection process has been initiated for Solicitation No. FA88207-07-R-0003. Contacts or briefings concerning the acquisition by participating offerors are no longer allowed outside of the formal source selection process. The Contracting Officer, Joyce Mullenbach, is the person who controls all contacts or exchanges with offerors and is the only person authorized to release source selection information before and after contract award. The purpose of the Ombudsman is to receive and communicate concerns from potential Offerors when an Offeror prefers not to use established channels to communicate his/her concerns during the proposal development phase of this acquisition. The Ombudsman will communicate certain Offeror issues, disagreements, and recommendations on this acquisition to the proper channels. The Ombudsman?s role is not to diminish the authority of the program director or the contracting officer but to advocate an Offeror?s concern on a non-attribution basis. The Ombudsman will maintain strict confidentiality as to the source of the concern when requested by the Offeror.
