Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The U.S. Army Medical Research Acquisition Activity, 820 Chandler Street, Fort Detrick, MD intends to establish a firm fixed price contract for an integrated and incremental software upgrade solution and implementation services to install and configure a s ervice desk software suite. All services requested are non-personal and none of the functions are inherently governmental. The contemplated contract is for an estimated basic contract period of 1 March 2007 through 29 February 2008 with four one-year option periods. The contractor shall provide a suite of service desk software components over a span of five years which meet al l requirements specified in this document. The provided solution shall be an integrated suite of service desk software which shall not require any after-market integration services (i.e., software code changes) to fully deploy the solution. The integrate d solution shall also include off-the-shelf (OTS) interfaces between the service desk software suite and existing/planned enterprise management (EM) software components. The place of performance shall be the US Army Medical Information Technology Center ( USAMITC) Facilities in the San Antonio Texas area, in the County of BEXAR. These actions will have a single location of performance within the confines of Fort Sam Houston, TX. Contractor shall perform the requirements in the SOW and conform to the profe ssional standards identified in this contract, and shall follow all applicable instructions and directives as identified by the SOW. This acquisition will be accomplished as a Full and Open Competition Solicitation in accordance with FAR 15, contracting by negotiations. A source selection employing a cost technical trade off procedure shall be used for evaluation of all proposals. The Government reserves the right to make a competitive range cut at the Outset of the Best Value, Simplified Source Selection Activity. The Government intends to evaluate proposals and make award without discuss ions, but reserves the right to hold discussions. If award is made without conducting discussions, offerors may be given the opportunity to clarify certain aspects of proposals (e. g. the relevance of an offerors past performance information and adverse past performance information to which the offeror has not previously had, an opportunity to respond) or to resolve minor or clerical errors. The North American Industry Classificatio n System (NAICS) codes are 423430. AGAIN, the projected Contract Start date of performance is 1 March 2007. Contractors must b e registered in the Central Contractor Registry to receive a contract award from a DoD activity. All prospective offers interested in submitting a proposal on this solicitation must have a commercial and government entity code (CAGE CODE) and a DUNS number . No hard copies will be provided.
