NAICS Code: 721110 NAICS Code: 721110, Hotels This is a combined synopsis/solicitation for commercial items prepared in accordance with the Federal Acquisition Regulations (FAR) Part 12: Acquisition of Commercial Items, Subpart 12.6, as supplemented with additional information included in this notice and the Statement of Work (SOW) available at http://www.epa.gov/oam/srpod/index.htm on or about the date of this posting. This announcement constitutes the only solicitation; a quote is being requested and a written solicitation will not be issued. The Request for Quotation (RFQ) number RFQ-DC-07-00073, is provide Facilities and Related Services for the United States Environmental Protection Agency (EPA) ?OSC Readiness Training Conference? to be held in Miami Beach, FL, February 12-16, 2007. The following FAR provisions and clauses apply to this procurement; 52.212-1, 52.212-2, 52-212-3, 52-212.4, 52.212-5, 52.219-6, 52.222-3, 52.222-19, 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.225-13 and 52.232.33. Potential offerors are reminded award can only be made to a Contractor registered in the Central Contractor Registration (CCR) database located at website www.ccr.gov. This procurement is being solicited, offered, evaluated, and awarded using the simplified acquisition procedures in FAR Part 12 Acquisition of Commercial Items. The EPA will award based upon ?Best Value? methodology using the following evaluation factors. For this requirement, all evaluation factors other than cost or price, when combined, are significantly more important than cost or price. The evaluation criteria are as follows: Factor 1 ? Technical Capability. Demonstrated ability to perform the tasks and/or services in the SOW. The soundness of the contractor?s proposed methodology to accomplish the tasks in the SOW. Factor 2 ? Past Performance. Relevant past performance with particular emphasis on timeliness, responsiveness, professionalism, and cost control. Factor 3 ? Price. The Contractor shall provide a fixed price quotation via e-mail for the attached SOW by 3 PM EST 16 January 2007. Quotations must include the following: (A) a detailed breakdown of all proposed costs proposed in response to this requirement (attachment 1); (B) a project plan describing the offeror?s technical capability and proposed methodology for performing the tasks in the SOW. The Contractor should also list three past performance references which may be contacted by the Contracting Officer. The Government may also obtain past performance information from other sources. To receive full consideration, respondents must completely address each criteria above.
