Description
NASA, Kennedy Space Center (KSC) intends to, use simplified acquisition procedures, negotiate a non-competitive procurement with Texas A&M University, and award a firm-fixed price purchase order under the authority provided in FAR 6.302-1 -- Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements to support NASA in identifying and developing durable, refractory materials for protection of launch structures. Texas A&M is uniquely qualified to perform this work based on pioneering use of innovative, high performance materials for large-scale applications in severe environments focusing on the evaluation of the mechanisms of material deterioration and developing processes to prevent these mechanisms in severe, aggressive environment (e.g. the launch environment at NASA/KSC), and has extensive experience with the refractory materials currently in use at NASA/KSC launch pads from prior efforts at KSC investigating problems with the refractory materials used at NASA launch pads. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:00 p.m. local time on January 22, 2007. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government.
