Description
Previous notices are cancelled in its entirety. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation number is VA-650-07-RP-0015 and is issued as a Request for Quotation (RFQ). This solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition Regulations December 2006. The associated NAICS code is 493110 and the small business size standard is $23.5 million. Description of Work: Contractor to provide controlled storage space for furniture, supplies, equipment and misc. non-hazardous items of the VA Medical Center, Providence, RI for a one (1) year term. The storage space needs is approximately three thousand two hundred (3,200) square feet, include all heating/lighting requirements to protect merchandise from damage, shall NOT be located more than ten-thirteen (10-13) miles from the Providence VAMC and shall be: 1.Fully sprinkled 2.Alarmed by either sensors/motion detectors, Monday through Sunday, 24 hours per day 3.Have Twenty-four (24) hour surveillance of the entranceways ( camera/person/walking guards) 4.Have minimum of ten (10) foot ceilings 5.Have Monthly pest control monitoring 6.Have Humidity controlled environment 7.Have an appropriate number of receiving dock (s) to accommodate quick receipt/delivery of stored government property 8.Security controlled access to storage area by authorized VAMC personnel during normal business hours M-F, with occasional access on Saturdays. If pricing is tiered at levels of storage space, i.e. from one hundred (100) square feet to one thousand (1,000) @ X$, any minimums and threshold levels shall be detailed. .Additionally, Contractor will provide pricing levels as a separate line item on the RFP for labor charges to deliver/receive freight AND from the storage space to/from the VA Medical Center. Any minimums charges will be highlighted, as well as delivery/receiving time parameters, i.e. delivery within X amount of hours of notification, during Monday-Friday, 8:00 AM to 5:00 PM. The government estimates that the need for this retrieval of government owned property not to be more than one (1) time per month. .Contractor shall provide a rough drawing of the proposed space within their facility. .Contractor shall familiarize themselves with all Federal Acquisition Regulations (FAR) for the RFP. .Contractor will provide evidence of Workman's Compensation and General Liability Insurance coverage in their RFP response. Evaluation factors that will be used in contract award include: .Price .Past Performance .Locality ( distance from VAMC Providence, RI) .General Condition of storage space/warehouse Please provide RFQ's in the following format: Unit Price Unit Total 1.Contractor will provide storage $ mo $__ space for the VA Medical Center, Providence, RI from date of award To September 30, 2007. 2.Contractor will provide labor for $______hr. $___ receipt of misc. items from the VAMC to store in contractor's space 3.Contractor will provide labor and $______hr. $___ Delivery of misc. items to VAMC from Storage space. The provision at FAR 52.212-1, Instruction to Offerors Commercial Items (Sep 2006)* applies to this acquisition and is incorporated by reference. (* (c) Period for acceptance of offers. The offeror agrees to hold the prices in its offer firm for 60 calendar days from the date specified for receipt of offers, unless another time period is specified in an addendum to the solicitation.) The provision at FAR 52.212-2, Evaluation Commercial Items (Jan 1999) applies to this solicitation. Award will be made to the lowest total price quotation that meets all delivery requirements. Delivery requirements include the following: (1) Delivery terms shall be FOB destination; (2) Delivery of all items shall take place not later than thirty (30) calendar days from the date of award; (3) One delivery per delivery location is required. There shall be no partial deliveries. Offerors are to provide quotations for all items to be considered responsive. Only one award will be made in response to this solicitation. Multiple awards will not be made. Offerors shall include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications-Commercial Items (Nov 2006), with its offer. The clause at FAR 52.212-4, Contract Terms and Conditions-Commercial Items (Sep 2005), applies to this acquisition. The clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items (Nov 2006), applies to this acquisition.
