- The required Key Performance Parameters (KPP) and desired Additional Attributes (ATT) characteristics are delineated as follows per the US Army Letter Requirement for a Chemical Warfare Agent Protective Patient Wrap (USATRADOC ACN 21318): Protective Characteristics: (1) The wrap must be capable of providing respiration and percutaneous protection for unmasked, uncontaminated patients for a minimum of three hours (threshold), six hours (objective) after initial exposure to all known potential chemical warfare agents wh ich could be employed in vapor, aerosol, liquid, or thickened liquid form in the same concentrations as specified for the standard CB overgarment. (KPP) (2) It is desirable that the wrap provide the level of protection stated above in wind speeds that the patient would be exposed during aircraft evacuation. This may be accomplished with a secondary overwrap that will be used only during periods of exposure to such wind speeds (15 minutes maximum). (ATT) (3) The upper surface of the wrap will be water repellent so that the protective characteristics as stated in paragraph (1) above, will not be degraded by exposure to moisture such as mist, rain, snow or saltwater spray. The bottom of the wrap will be tota lly impervious to moisture, including liquid chemical agents. (KPP) (4) It is desirable that the protective characteristics of the wrap not be degraded when body excreta such as blood, urine and feces are brought into contact with the interior surfaces of the wrap. (ATT) Physical characteristics: (1) The wrap shall be a disposable, expendable item of medical supply and weigh no more than six pounds in its packaged configuration. (ATT) (2) The wrap shall be designed and manufactured in one size. It shall be large enough to completely encapsulate military personnel (5th percentile female to the 95th percentile male) and bear their weight without ripping or opening during movement. It sho uld have adequate space at the head to permit the use of a medical re-breathing mask and/or endotrachial intubation tubes. (ATT). (3) The wrap must be compatible with the blower assembly (NSN&&.) (KPP) (4) The wrap must accommodate patients wearing current Army issue splints and/or backboards. (ATT) (5) The wrap shall be equal to or greater than the JSLIST individual protection garment in its flame resistance and petroleum, oil, and lubricants (POLs) characteristics. (ATT) (6) The wrap must be manufactured of materials which will not cause safety or health hazards to patients or using personnel. All component materials will have been declared safe for use by The Surgeon General. (ATT) (7) Design will be such that air and carbon dioxide will be exchanged through the wrap. Carbon Dioxide buildup shall be less than 3% (by volume) over a 6 hour test period in other than hot climatic regions as defined in AR 70-38 (Research, Development, Tes t And Evaluation Of Materiel For Extreme Climatic Conditions, 15 September 1979). The oxygen level shall not fall below 18% (by volume) over the 6 hour test period in other than hot climatic regions as defined in AR 70-38. The hot climatic region is characterized by two daily weather cycles, one representing the highest temperatures likely to be found anywhere in the world, and the other representing extremely high dew points. In hot climatic regions the time limit used wil l be determined during development, using healthy subjects. Medical assessment factual patients condition at time of use will be required to further define the allowable time of use. (KPP) (8) A transparent window shall be located at the head-end of the wrap to allow full head visibility of the patient (a 5th percentile female to the 95th percentile male) but shall be at least 18 inches x 18 inches. (ATT) (9) The fastening devices of the wrap must permit medical personnel easy and quick access to patients from either side. It is desirable that the wrap be configured in a manner which permits opening along the top and both sides to enable the top portion to be peeled clown when inserting or removing patients. (ATT) (10) The wrap must have an easily accessible, transparent pocket on its upper side in close proximity to the window to house the Field Medical Card, DD Form 1380 (NSN7540-01-460-8995). The dimensions of this pocket must be at least 5 inches x 9 inches. (AT T) (11) The wrap shall be designed or marked in such a manner to prevent inadvertent reversing and ensure proper use. (ATT) (12) The wrap shall permit a patient to extricate him/herself without extreme effort within a time limit of one minute. It is recognized that in some situations the patients injuries or sedation might make this impossible. (ATT) (13) Configuration of the wrap must permit passage of intravenous and respiratory tubing of approximately one quarter inch outside diameter. Two such passageways are required. (KPP) (14) The Patient Wrap must have some type of carrying handles. The material of these handles must be capable of holding the 5th percentile female to the 95th percentile male. (ATT) Packaging and storage characteristics: (1) External packaging must be impervious to rain, dust and saltwater and must permit rapid access to and employment of the wrap by medical personnel. Packaging materials must be impervious to all known threat agents for a period of time which is sufficien t to permit decontamination by weathering. (KPP) (2) The wrap will be designed for storage in climatic design types hot and basic IAW AR 70-38 with no degradation of performance for a period of 5 years (threshold), 10 years (objective) (ATT) (3)It is desirable that the wrap be contained in a package having dimensions not greater than 17 in long x 12 in wide x 2 in thick.
