SOURCES SOUGHT/MARKET SURVEY NOTICE SMALL CRAFT MARITIME INTERCEPTION OPERATIONS NAVAIR Orlando Training Systems Division has a requirement to support the Center for Security Forces (CSF) in acquiring Small Craft Maritime Interception Operations (MIO) training for Navy personnel in Norfolk, Virginia Fleet Concentration Area (FCA). This training will provide Navy Expeditionary Combat Command (NECC) Riverine Force crew members, employed in littoral operations, with skills to support Maritime Interception Operations and to support Marine and Army Expeditionary Forces, maintain and secure river and adjacent areas of operation, as well as, define, own and occupy the water space. The MIO training will provide NECC personnel with the necessary skills and knowledge to perform combat medicine, small unit tactical movements, convoy operations, radio communications, Chemical, Biological, and Radiological (CBR) defense, range safety, handling and preservation of ammunition, Counter-Improvised Explosive Devices (C-IED) operations, water survival techniques, tactical operations, defensive tactics, interior guard functions, and detainee handling procedures. The ECS training allows qualified personnel to demonstrate, maintain and qualify on primary, secondary, crew-serve weapons, and hand grenades while performing basic movement while engaging targets, transition from primary to secondary weapon, and live-fire exercises in a controlled environment. This requirement is a non-commercial contract. Award will be made in the form of an Indefinite Delivery/Indefinite Quantity (IDIQ) Contract to one responsible offeror and orders will be issued against the IDIQ as need arises. Tasking will be by individual Delivery order (DO) specifying the quantity of training to be delivered from the basic contract. A firm fixed-price IDIQ type contract is anticipated for this effort with a period of performance of five years, and an estimated minimum dollar value of $7,000,000. The basic contract will specify the requirements to be delivered in accordance with the SOW. The contractor shall provide those services, facilities, equipment, and consumables necessary to provide the training delineated in the basic contract and defined within each individual DO. A draft Statement of Work (SOW) is posted to the NAVAIR Orlando business Opportunities website at: http://www.nawctsd.navy.mil/ebusiness/busops/acquisitions/index.cfm. For purposes of this sources sought notice, the attachments referenced at the end of the SOW will not be made available. Responses to this notice should include a narrative identifying the scope of past and present (within the last 3 years), relevant experience on similar contracts (include dollar value, complexity and point of contact), a description of capabilities to perform the subject effort, any comments on the draft SOW, and any alternative approaches to filling the subject requirement. Additionally, interested parties should submit a rough order of magnitude (ROM) identifying estimated monthly pricing of instructors for each location. All interested parties shall specify the current business size of their company. The applicable North American Industry Classification System (NAICS) Code for this requirement is 611699 with a size standard of $6.5 million. Brevity of extraneous information is desired.
