- THIS IS A SOURCES SOUGHT ANNOUNCEMENT ONLY FOR THE PURPOSE OF CONDUCTING MARKET RESEARCH. THERE IS NO SOLICITATION AVAILABLE AT THIS TIME. REQUESTS FOR A SOLICIATION WILL NOT RECEIVE A RESPONSE. The Missile Defense Agency is conducting market research to determine the extent of small business sources capable of performing operation and maintenance of existing and planned Video TeleConferencing (VTC) infrastructure at multiple locations. MDA is seeking business firms with the ability to provide qualified personnel at the following locations: 1. National Capitol Region: Various locations and a minimum of 55 VTC rooms. 2. Dahlgren, Virginia. Minimum of 3 VTC rooms (projected future requirement) 3. Huntsville, Alabama: Various locations and a minimum of 46 VTC rooms (some are future projected requirements). 4. Airborne Laser (ABL) Program Office, Kirtland AFB, New Mexico: Minimum of 5 VTC rooms 5. Joint National Integration Center (JNIC), Schriever AFB, Colorado: Minimum of 29 VTC rooms Personnel requirements: 1. The Contractor must have proven experience in supporting Government-owned Video Teleconferencing Bridging Operations. 2. The Contractor must have extensive (entire breadth of work) video teleconferencing experience, with a special emphasis with all Tandberg Teleconferencing products (i.e. Multipoint Control Units, Gateways, Gatekeepers, Border Controllers and Codec?s). Required at the National Capitol Region (NCR), Huntsville, AL. and JNIC Schriever AFB, CO 3. The Contractor must have proven experience (entire breadth of work on this effort) working with Internet Protocol (IP) networks, and H320, H323, and Session Initiation Protocols (SIP) and have knowledge of Defense Information Systems Agency (DISA) video teleconferencing operation and implementation of Defense Video Service-II (DVS-II). 4. All personnel must possess a valid Secret Clearances on the first day of the new contract. An interim Secret Clearance is not acceptable. 5. In addition, other required support includes: ? Researching for new VTC equipment and related technologies. ? Controlling video teleconferencing facility access and complying with MDA Communications Security (COMSEC) Activities. ? Provide engineering, design and development. The information provided in response to the SOURCES SOUGHT announcement will be used to finalize the acquisition strategy for this requirement, including determining if the requirement can be set-aside for small business. All small business concerns are required to submit Capability Statements. The anticipated North American Industrial Classification System (NAICS) code for this acquisition is 541513 Computer Facilities Management Services with a size standard of $23 Million. Contractors who meet the above requirements and qualifications are invited to submit to the contracting office as early as possible, but not later than December 8, 2006 a five-page Capability Statement summarizing the corporate strengths in relation to the following criteria: 1. Describe the qualifications and capabilities of your staff to perform the type of work specified in this notice. 2. Describe your firm?s specific, related past/current DoD/Federal experience related to this requirement and include the applicable contract number(s) and expiration date(s). 3. Describe your firm?s management approach in managing staff, retention/replacement, authority, responsibilities, and quality control. 4. Describe your firm?s business size and socio-economic status, and include the applicable contract number(s) and expiration date(s). If planning to team or subcontract, identify the firm(s) and their size status. Be sure to segregate this information on the Capability Statement by firm. Also, please specify by name one primary and one alternate Point of Contact within your firm, including the respective telephone numbers and email addresses of those individuals. All information must be contained within the five-page Capability Statement limit, excluding a one-page cover letter (if desired) that will not be evaluated. The Government will not reimburse any concern for any information that is submitted in response to this SOURCES SOUGHT request. Any information submitted is voluntary. Upon receipt of Capability Statements, MDA will schedule oral presentations to be conducted on or about December 15, 2006 that will be used to supplement information provided in the written capability statements. Capability Statement submissions will be provided electronically to: Grover McVey, Contracting Officer, at Grover.McVey@mda.mil and to Scott Ostrow, Contracts Specialist, at Scott.Ostrow@mda.mil. The subject line for all electronic correspondence shall start with HQ0006-07-R-0010. NOTE: The MDA Server will delete all ZIP type files; so only attach MS Word/Excel compatible files or Adobe Acrobat PDF files in electronic correspondence. MDA will not acknowledge receipt of capability statements. If a receipt is desired, firms should submit statements electronically and select ?read receipt request? from electronic mail options. PLEASE READ IMPORTANT UPDATED INFORMATION: Due to possible changes in the requirement, oral presentations will not be held at this time.
