- The Pittsburgh Naval Reactors Office of the National Nuclear Security Administration intends to award a contract for the procurement and storage of strategic quantities of the materials identified below. The procurement will be a competitive total small business set-aside and award will be ultimately made to the lowest price company that meets the quality requirements stated in this synopsis and in the request for proposal that will be issue at a later date. Total value for this contract is estimated to be in the area of $20,000,000. This notice is being issued to comply with the requirements of FAR Part 5. The following materials may be provided: MIL-DTL-23229 REV E 1/10/97 WITH IC 1 8/18/00 NICKEL-CHROMIUM-IRON ALLOY, BARS, RODS AND FORGINGS (UNS N06600) (NR) MIL-DTL-24801 2/10/97 WITH IC110/8/99 NICKEL-CHROMIUM-IRON BARS AND FORGINGS (UNS N06690) MIL-DTL-24802 1/16/97 WITH IC 110/8/99 NICKEL-CHROMIUM-IRON (ALLOY 690) PLATE MIL-DTL-24687 REV A 5/14/93 NICKEL-CHROMIUM-MOLYBDENUM-IRON-COLUMBIUM ALLOY BARS AND FORGINGS MIL-DTL24252 REV E 11/8/06 COBALT-CHROMIUM-TUNGSTEN-NICKEL ALLOY BARS, RODS & FORGINGS MIL-DTL-23195 REV F 6/13/97 STEEL BARS AND FORGINGS, CORROSION RESISTANT, AUSTENITIC ASTM B265 - TITANIUM COMM PURE, PLATE ASTM B348 - TITANIUM COMM PURE, BAR ASTM B338 - TITANIUM COMM PURE, TUBING ASTM B381 - TITANIUM COMM PURE, FORGING MIL-DTL-23194, STEEL FORGINGS, CARBON AND LOW ALLOY WPAD-CM(MA)-1145, ZIRCALOY Facility: Must be certified Small Business per SBA, and must be registered in the Central Contractor Registration (CCR). Contract Provisions Compliance with applicable FAR and DEAR articles in addition to ASSIGNMENT & SET OFF, PUBLIC RELEASE OF INFORMATION, CONTROL OF VISITORS, FRAUD OR FALSIFICATION, COST ACCOUNTING STANDARDS, AND CONTRACT ACCEPTANCE Storage facility requirements are as follows: Material shall be stored indoors in an environmentally/temperature controlled concrete floored area. Storage will be for an extended period of time that could span as much as ten years with customer access to materials as may be requested by the customer. Minimum certified crane lifting and handling capacity of 20 tons is required along with lifting and handling procedures. Quality Control requirements: Mil ??? I ??? 45208 or ISO-9000 quality requirements apply Compliance with Government inspection/surveillance and Government shipping provisions applies. For suppliers new to the Naval Nuclear Propulsion Program, completion of Survey Form (NN-P70) will be required. A site survey may also be performed to validate compliance with quality specifications.
