Description
This is a notice of intent, not a request for a proposal. A solicitation document will not be issued and proposals will not be requested. This NOI is not a small business set aside. This solicitation and its incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005. Delivery and acceptance will be Bethesda, Maryland. The Office National Institute of Mental Health intends to negotiate and award a purchase order on sole source basics with Wolters Kluwer Health, United Kingdom. The period of performance: Jan. 22, 2007 to June 30, 2007. Background: Mental Health initiate a community-level prevention trial of the Popular Opinion Leader Intervention (POL) model developed by Kelly and his colleagues. This is the first international test of these interventions, which has been shown to be successful in the U.S with multiple populations. The Community Popular Opinion Leader (C-POL) intervention is an adaptation of the POL for international sites in China, India, Peru, Russia, and Zimbabwe. An extensive behavioral assessment of HIV/STD-related risk behaviors and laboratory-confirmed prevalence of Chlamydia, gonorrhea, HIV, HSV-2, syphilis, and women only, Trichomonas were made at baseline, 12-months, and 24-months. While the Trial is still being conducted in the five sites and will not be unblended for several years, the extensive methodological work can make a substantial contribution to the scientific literature on the conduct of international, multicultural, community-level studies. The contractor must have extensive experience shall set papers from this community-level prevention on clinical trial which provides useful research and clinical information for the following audiences: (1) investigators currently conducting international trials with both behavioral and biological endpoints who want to compare there methods and at-risk populations or who want to solve design problems; (2) healthcare providers who want to understand the risk behaviors and prevalence of HIV/STD?s in populations that they are serving; (3) counselors and administrators who want to initiate prevention and social welfare services for their clients at non-governmental organizations (NGO); and 4. Policy makers who want to target their sources. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this synopsis. The determination by the Government not to compete the proposed contract based upon response to this notice is solely with the discretion of the Government.
