Description
This is a sources sought notice to seek potential vendors that can fulfill the below requirement. THIS SOURCES SOUGHT NOTICE IS NOT A REQUEST FOR PROPOSALS AND THE GOVERNMENT IS NOT COMMITTED TO AWARD A CONTRACT PURSUANT TO THIS ANNOUNCEMENT. NO SOLICITATION PACKAGE IS AVAILABLE AT THIS TIME AND REQUESTS FOR SOLICITATION PACKAGES WILL NOT RECEIVE A RESPONSE. The applicable NAICS code is 531120 and the Size Standard is $6,500,000. This Sources Sought Synopsis is in support of market research being conducted by US Customs & Border Protection (CBP) to identify capable potential sources that can provide suitable facilities and related services in support of CBP's International Seaport Interdiction Training (ISIT) and other events conducted in the greater metropolitan area of Charleston, SC. Based on the response to this notice, CBP will decide if this requirement will be set aside for small businesses, for a small business program (8a, HubZone, or Service Disabled Veteran), or done through full and open competition. Below is an outline of the basic requirements. Parties interested in responding to this notice are requested to submit information and literature which fully illustrates their ability to perform this requirement. Information provided should include at a minimum the following: description of facilities offered to include physical address, layout of the space with dimensions, description of catering capability, description of physical and other security provided, description of restaurants in the immediate vicinity and distances to same, point of contact with phone and fax numbers and email address. Purpose: US Customs & Border Protection (CBP) requires a suitable training room (i.e., conference room) in order to conduct International Seaport Interdiction Training (ISIT) and/or other training for law enforcement personnel, to include foreign dignitaries. CBP anticipates that it will have 10 or more events each calendar year. Requirements: 1. Minimum of 1200 sq. ft., square enough to provide to good listening ability and vision of speaker for all participants 2. Classroom seating arrangement with tables and chairs for 28 participants 3. Extra table at back of room for instructor staff use 4. Podium to be provided 5. 4 - 30 x 72 tables to be provided for display purposes, arranged around perimeter of room (table size may vary so long as minimum of 24 linear feet is provided) 6. Quiet comfortable room environment isolated from outside noise 7. Lighting for comfortable reading 8. Fully air-conditioned/heated space 9. Operating AC convenience outlets around the room for CBP equipment installation and operation 10. Lockable space to provide security for CBP equipment overnight otherwise while not is use 11. Clean fully operable restrooms immediately available to the participants 12. Room construction/configuration to prevent outside onlookers from viewing contents of or activities in the room 13. Daily housekeeping 14. Other security measures as necessary to protect CBP assets in the room 15. Local manager available for consultation with CBP coordinator in case of space and/or logistics issues Routine: 1. Installation of CBP equipment and other preparations for the event to occur on Wednesday (day 1); 2. Training commences on Thursday, day 2 and continues through Friday, day 3 3. Weekend: room with contents to be secured (days 4-5) 4. Training reconvenes Monday (day 6) and continues through Friday (day 10) 5. CBP removes all of its equipment and departs facility by 6:00pm, Friday (day 10) 6. CBP to have room access 7:00am-6:00pm daily Location: 1. Metropolitan Charleston, SC Area 2. Convenient to major vehicular-traffic thoroughfares 3. 3 or more full service restaurants within 10 minute walk of the conference room (CBP intends for participants to leave the room and walk to restaurants for lunch break) 4. Convenient for CBP's charter bus to load/unload participants each morning/evening Catering Requirements: 1. Fresh iced drinking water in pitchers and glasses for all participants, maintained all day during the event 2. Available vending machines for sodas/snacks convenient to the room (outside) 3. Absent restaurant availability (see above), Contractor must be able to provide hot catered luncheon in a separate private dining room CBP Equipment and Items (CBP will provide/install/set up): 1. Law Enforcement equipment items and other (All are INERT) 2. Simultaneous translation equipment 3. Other items of law enforcement nature for display and/or training purposes Other Potential Items Provided by Contractor 1. White Board 2. Projection Screen 3. Easels and pads THIS SOURCES SOUGHT NOTICE IS FOR INFORMATION AND PLANNING PURPOSES ONLY AND IS NOT TO BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT. NO REIMBURSEMENT WILL BE MADE FOR ANY COSTS ASSOCIATED WITH PROVIDING INFORMATION IN RESPONSE TO THIS ANNOUNCEMENT AND ANY FOLLOW-UP INFORMATION REQUESTS. RESPONDENT WILL NOT BE NOTIFIED OF THE RESULTS OF THE REVIEWS. ALL INFORMATION SUBMITTED IN RESPONSE TO THIS ANNOUNCEMENT MUST BE RECEIVED ON OR BEFORE THE CLOSING DATE AND WILL BECOME THE PROPERTY OF US CUSTOMS & BORDER PROTECTION UNLESS THE RESPONDENT INDICATES OTHERWISE.
