Description
The U.S. Department of Labor, Office of Assistant Secretary of Administration and Management, intends to award a sole source bridge contract to McNeil Technologies 6564 Loisdale Court, Springfield, VA for operation of the Job Corps National Call Center. The period of performance is for 12 months. McNeil Technologies, under contract AE13101000 0330, has operated the Job Corps National Call Center since June 2003. The call center is a 24-hour, 7 days per week operation which provides support to the Job Corps system and those interested in enrolling in the program. The Call Center processes over 400,000 calls annually, on matters related to admissions and enrollment, staff directory assistance, and emergency assistance to Job Corps? 122 centers nationwide. The Office of Job Corps had intended to exercise the third 12-month option period available under contract AE13101000 0330. The intended option exercise did not take place due to organizational realignment and miscommunication between government personnel as responsibilities changed. This sole source action is a step to ensure that services are provided while the Office of Job Corps prepares a new solicitation for a longer term award for operation of the Job Corps National Call Center. This proposed action is for services for which the government intends to solicit and negotiate with only one source under the authority of FAR 6.302. This is a notice of intent and not a request for competitive proposals. Any interested party who can provide the required training and placement services may respond by submitting a capability statement to the email address in this notice. Any capability statement must include price information and describe in detail the parties? ability, qualifications, and experience in providing a call center in continuous operation providing emergency assistance, enrollment services, and directory assistance and demonstrating their staff?s familiarity with the Operation of the Job Corps National Call Center and Office of Job Corps operational guidelines. All submissions must be received within 30 calendar days of the publication date of this synopsis. A determination by the Government not to compete this proposed action based upon responses to this notice is solely at the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a comprehensive procurement. No solicitation document exists. Responses to this synopsis must be in writing. No telephone inquiries will be accepted. Responses must include the capability statement and reference this synopsis.
