Description
This serves as notification that Amendment 0001 to the Global Positioning System Wing (GPSW) Systems Engineering and Integration (SE&I) solicitation, FA8807-07-C-0003, has been issued and can be downloaded and viewed from FedBizOpps. The purpose of this amendment is to correct Exhibit A, Contract Data Requirements List (CDRL) number A003, Contract Performance Report (CPR), to no longer reflect the requirement for an Earned Value Management System (EVMS). CDRL A003, CPR, was vastly simplified to ensure it is clear to offerors that the CPR will be used to obtain cost performance reporting. However, compliance with ANSI/EIA-748, Earned Value Management System (EVMS) is not required. Verbiage that referred to EVMS in the remarks section (Block 16) has been removed. DID Formats 2-5 are no longer required. Format 1 was tailored to only require in Section 8 column 1 (WBS element), column 4 (current charges), and column 9 (cumulative charges). As a reminder, proposals are due Friday, February 9, 2007. PROGRAMMATICS: An Ombudsman has been appointed to hear concerns from potential offerors. The purpose of the Ombudsman is to receive and communicate concerns from potential offerors when an offeror prefers not to use established channels to communicate his/her concern during the proposal development phase of this acquisition. The Ombudsman will communicate certain offeror issues, disagreements, and recommendations on this acquisition into the proper channels. The Ombudsman's role is not to diminish the authority of the program director or the contracting officer but to advocate an offeror's concern on a non-attribution basis. The Ombudsman will maintain strict confidentiality as to the source of the concern when requested by the offeror. The Ombudsman will not participate in the evaluation of proposals or the source selection process for this acquisition. The Ombudsman is Col Robert Catlin, (310) 363-0887.
