Description
The US Army Communications-Electronics Life Cycle Management Command (C-E LCMC) proposes to solicit Raytheon Co. for the incorporation of an up-armor modification to the AEHF SMART-T to allow for reconfiguration onto an up-armored High-Mobility Multi purpose Wheeled Vehicle (HMMWV) and trailer combination. The contractor shall determine the optimal layout, distribution and placement of the terminal, ancillary equipment, personnel gear and Diesel Engine Generator System with minimal impact to mobility, transportability and environmental requirements. The contractor will ensure compliance with the SMART-T AEHF System Specification A3281948, Revision E, MIL-STD-1582 (SECRET NOFORN), MIL-STD-188-136 (SECRET NOFORN) and all other applicable AEHF terminal s pecifications including MIL-STD-188-AEHF (SECRET NOFORN). The contractor will implement and test the reconfigured AEHF SMART-T on one HMMWV and trailer. This requirement will be executed through the placement of a firm-fixed price contract to be performe d over a twelve month period. This action will be pursued on a sole source basis with Raytheon Company, Network Centric Systems, 1001 Boston Post Rd., Marlborough, MA 01752 IAW the authority of FAR 6.302-1, Only One Responsible Source, and 10 USC 2304(c)( 1). The Government does not possess the technical data to provide prospective offerors, however, all responsible sources may submit a proposal which shall be considered by the Agency. The US Army C-E LCMC has established the Interactive Business Opportun ities web page to allow for the electronic submittal of solicitations from C-E LCMC to industry. This solicitation is expected to be issued on or about January 27, 2007 and will be posted to the IBOP at https://abop.monmouth.army.mil. See numbered Note 2 2.
