Description
Solicitation Number: W15P7T-07-R-S204 Title: SOURCES SOUGHT for Driver's Vision Enhancer B-Kit for Tactical Wheeled Vehicles and Combat Vehicles, AN/VAS-5 The Product Manager  Forward Looking Infrared (FLIR) is conducting a market research to determine the availability of thermal sensor and display control module (B-Kit) for the Drivers Vision Enhancer program. The Drivers Vision Enhancer (DVE) B-Kit sh all provide drivers of Tactical Wheeled Vehicles (TWV) and Combat Vehicles (CV) with the capability of continuing operations, during conditions of daylight, darkness (all ambient light levels) adverse weather and dirty battlefield conditions. PM FLIR Key p erformance parameters include: (1)The two-dimensional MRTs shall not exceed the values listed below: Spatial Frequencies (cycles/milliradian) Temperature Difference ?C 0.055 0.04 0.11 0.06 0.22 0.14 (2) Fixed focus - At each point in the display, the DVE shall maintain 40 percent of its system modulation transfer function (MTF) from a range of 5 meters to 15 meters. At each point in the display, the DVE shall maintain 70 percent of its system modulat ion transfer function (MTF) from a range of 15 meters to infinity. The DVE shall maintain the required MTF at the spatial frequencies ranges of 0.055 cycles/milliradian to 0.22 cycles/milliradian. (3) The FOV shall be a minimum of 40 degrees horizontally and a minimum of 30 degrees vertically. Key parameters are: (A) Display: allows driver to maintain a relaxed driving position while viewing the image and allows for various display adjustments during day/night operation, (B) The sensor and display shall use vehicle power, sensor and display con trol module shall interface with existing mounting brackets. A Drivers Vision Enhancer (DVE) Performance Specification and Interface Control Drawings are provided to offer a more detailed description of the Governments Drivers Vision Enhancer system expectations. For evaluation purposes, vendors are asked to provide information on capability of delivering the DVE B-kit that meets all specification and ICD requirements. Also the vendors are asked to provide information on the capability to deliver up to 5000 B-kits to meet an one year urgent requirement (500 B-kits starting six months after contract award and delivering up to 500 per months thereafter for a period of six months). The Submittals shall be provided by email no later than 4:00 PM Eastern Standard Time (E ST) on 2 February 2007 to Ken Jones at ken.jones3@belvoir.army.mil. THE GOVERNMENT DOES NOT INTEND TO AWARD A CONTRACT ON THE BASIS OF THIS REQUEST FOR INFORMATION OR TO OTHERWISE PAY FOR THE INFORMATION SOLICITED. This request for information is for planning purposes only and shall not be considered as an Invitation for B id (IFB), Request for Quotation (RFQ), or request for proposal (RFP) or as an obligation on the part of the Government to acquire any products or services. Your response to this sources sought will be treated as information only. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of contractor submission of responses to this sources sought or the Government use of such information. The Government reserves the right to reject, in whole or part, any contr actor input resulting from this request. This request does not constitute a solicitation for proposals or the authority to enter into negotiations to award a contract. No funds have been authorized, appropriated, or received for this effort. The informati on provided may be used by the Army in developing its acqui sition strategy and in its Statement of Work/Statement of Objectives and Performance Specifications.
