Description
The Naval Surface Warfare Center intends to solicit on an unrestricted competitive basis for the procurement of Ship Service Generators and associated installation support services to replace the existing generator end of the current ship service diesel generator (SSDG) for the USS WHIBEY ISLAND (LSD-41 & 49) Class Ship. The Generator shall comply with the ABS NVR Part 3, Chapter 3, and Section 2 as pertaining to MIL-G-21296, MIL-DTL-16036L, as applicable, and the requirements of the specification that will be furnished in the solicitation. The new generator, in conjunction with the existing Diesel Engine, shall be able to provide at least 1600 kW (electrical) at 450 VAC, 60 Hz, 0.8 power factor, when operating continuously. The typical Electric Plant operating modes will be: a. Parallel Operation ? When generators will be operating in parallel and means will be provided to divide the reactive power equally between the generators, b. Split Bus Operation ? When the forward pair of generators and the aft set of generators will be operated off isolated buses and c. Single Mode Operation ? When any one of the generators will provide power to its respective bus. The resultant contract will be awarded on a Best Value Basis and will be a Firm-Fixed-Price, Indefinite Delivery, Indefinite Quantity Contract providing for the issuance of delivery orders during a five-year period starting on the date of contract award. An estimated maximum quantity of fifty production units will be ordered. Offerors will be required to submit technical proposals. The Solicitation is expected to be released on or about 31 January 2007. Solicitation packages will only be available electronically and no hard copies will be sent.
