(i) This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation requests for quotation (RFP) and a written solicitation will not be issued. (ii) The solicitation document, incorporated provisions and clauses are those in effect through Federal Acquisition. (iii) This acquisition is an open market non-competitive action with the intent to solicit only specific sources. The source is The National Academy of Public Administration, 1100 New York Ave, NW Suite 1090 East Washington, D.C. The Graduate School and the U.S. Department of Agriculture. The associated NAICS code is 541611 and the SIC code is 8748. (iv)The following is a list of contract line item number(s) and quantities if applicable: CLIN001 The members of the consortium, must be an independent, Congressionally-chartered entity dedicated to improving the performance of governance systems, including the network of public institutions, nonprofit organizations, and private companies that share in the implementation of public policy. A non-appropriated fund instrumentality of the U.S. Department of Agriculture providing training and education as well as other customized solutions to government in order to improve public administration. In addition, consortium serves the continuing professional education, training, and related needs of Federal managers and senior executives as a method of improving the quality of governance. CLIN002 The organization and others will designate one individual to serve as a member of a Steering Committee whose purpose will be to propose projects, approve projects, monitor progress on projects, and evaluate projects once completed. A position of ?Chair? will serve for a period of six months and will rotate among the participating organizations. The order of rotation will be determined at the first Steering Committee meeting. Proposal Submission, Evaluation and Award: (v) Proposals submitted in response to this combined synopsis solicitation will be evaluated case by case with the understanding that only one source as referenced above will be solicited. However, the government reserves the right to award based on best value therefore all reasonable offers will be reviewed. In addition the government further reserves the right to award without discussion. (vi) The provision at FAR 52.212-2, Evaluation - Commercial Items/services is applicable to this acquisition. The specific evaluation criteria to be included are as follows: (vii) The contractor?(s) reasonable replies shall have cost proposal information separate from the technical proposal submissions. (viii) The contractor?(s) technical proposal shall include details describing the contractor?(s) ability to provide the service requirements listed above to include resources if required. The consortium members reserve the right to select based on the best value that will meet the government?s needs. (ix) Offerors shall include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications - Commercial Items, and, Offeror Representations and Certifications -Commercial Items/services, with its offer. (x) The clause at 52.212-4, Contract Terms and Conditions - Commercial Items, applies to this acquisition. (xi) The clause at 52.212-5, Contract Terms and Conditions required to Implement Statutes or Executive Orders.
