Description
Colombia Barrancabermeja Refinery Modernization Project Feasibility Study The following updates and clarifications are made to the December 19, 2006, announcement, reference USTDA number 0651014A. 1) The submission deadline has been extended to 4:00 PM (local time in Bogota, Colombia), February 6, 2007. 2) The Grantee, Ecopetrol S.A., has requested that USTDA post the information based on questions submitted to the Grantee by potential bidders. Addendum: Questions from Firm A 1) Does Ecopetrol maintain a refinery linear program (LP) for use by the Consultant to establish the Base Case of refinery operation, or is it expected that the consultant will build such a Base Case using information provided and our own software and models? A./ The Contractor should use their own software and models. Ecopetrol will provide all the relevant information required to tuning the model, as per the current operating performance of the refinery. 2) We recognize that there are portions of the RFP that will require knowledge of Colombian law, regulations and business practices, and TDA allows use of local advisors for such work. Does Ecopetrol maintain a list of capable economic, engineering or environmental advisors that could be recommended for consideration? A./ In terms of local engineering companies, please refer to the table of ?Engineering Contractors? below. 3) Please comment on travel arrangements between Bogota and the Barrancabermeja refinery. Will transport be by air or car? Will Ecopetrol assist with the arrangements? Is a car/driver provided by Ecopetrol while working in Colombia? A./ The Barrancabermeja Refinery is located approximately 400 kilometers from Bogota. There are two daily flights of Avianca Airlines from Bogota, with an approximate flight time of 40 minutes. Travel arrangements can be done with any travel agency. Ecopetrol will provide local transportation and office space during your stay at the Barrancabermeja refinery. 4) Will assignments related to this consulting project require issuance of a work visa? Will Ecopetrol issue letters or invitations to facilitate receipt of such documents? A./ Yes. The procedure and requisites for getting a work visa for staying in Colombia can be consulted at the following website: http://www.colombiaemb.org/opencms/opencms/consulates/visas.html Ecopetrol will issue letters or invitations to facilitate the process of getting the respective visas for the members of the work team of the Study. 5) Will the selected provider of consulting services be allowed to bid for future engineering, procurement and construction services (EPC) during the resulting implementation phases? A./ The selected consultant will be allowed to participate in the future bid processes for providing services of Engineering, Procurement and Construction Services, related with this Project. 6) The issuance of the RFP on December 19, prior to the holidays, and the request for a Spanish translation, has presented a tight timeframe for content development. We want to present our credentials clearly and with complete support, and would be able to make productive use of additional time. May we request a brief extension in the submission date? A./ As per this request and in order to provide enough space for the preparation of the proposals, Ecopetrol has decided to extend the deadline for delivering proposals until February 6, 2007, at 4:00 PM (local time in Bogota, Colombia). Questions from Firm B 1) In Annex 8 ? Complimentary Background Information, Section II ? Information to be Delivered by Ecopetrol During the Kick Off Meeting, the second item listed is ?Summary of the current performance of the refinery.? Specifically, what information is available? For example, does this information include: A. Unit feed and product rates and properties and sufficient other unit operating data to assess performance of major individual pieces of equipment? B. Unit on-stream service factors? C. Unit utility consumption or production? D. Is the information provided readily available from a computer control or unit monitoring information? If so, is similar historical information available? E. Unit manpower and maintenance costs? F. What level of accuracy are the data? Are the instruments used to gather data verified frequently, or recently? See also utilities and infrastructure questions in Question 4, below. A./ All the relevant information will be provided. Most of the operating information is available at a Real Time Database (PI), and is frequently checked vs. mass balance of the refinery, within 2% of unbalance. All the other data (non-operating) will be provided as well. 2. The proposed work schedule is set at six to 12 months. However, Annex 4 ? USTDA Grant Agreement, Including Mandatory Contract Clauses, sub-Annex II, page 7 (USTDA PDF page 96) shows an estimated completion date of November 30, 2007. This is 10 months from the RFP due date. A. What is the expected award date? B. Is the completion date of November 30, 2007 still required? C. Is the completion date of 12 months from award still acceptable? A./ The date of November 30, 2007 indicated in the USTDA Grant Agreement was a preliminary expected due date, but is not an obligation. Ecopetrol expects to have the final results of the study as soon as possible, but the duration of the study should not be more than 12 months. Ecopetrol would expect to have the signed contract with the awarded Offeror in the first half of March, 2007. 3. In Annex 5 ? Task 1, the work scope is defined Review Available Data and Project Demand for Petroleum Products for the Next 20 Years (USTDA PDF page 99). In other parts of the document (Annex 8 and others) the work scope is set to define petroleum product demand for the time 2010-2025. Please clarify that the work scope is to forecast demand until the year 2025 or for 20 years (2027). A./ Ecopetrol has already prepared a set of data of the projected domestic demand of refined products for the next 20 years. International demand of refined products is only available for some products, given that the priority of this refinery is to cope with the domestic demand of fuels. The demand should be projected to 2027 at least. 4. Does the refinery have available information on the capacity and utilization of the following systems? Power supply (electrical) Water supply and treating Cooling water availability Waste water handling Boiler Feed Water and Steam production and supply network Relief and Flare systems Environmental treating units Air and other gas utility supply systems A./ Yes, it is available. Questions from Firm C 1. So that we may evaluate suitable local partners for this proposal, could you please share with us the names of some of the Ecopetrol preferred EPC (Engineering, Procurement, Construction) companies in Colombia? We would like the name of the company and contact information please (contact person, telephone, email address). A./ Please refer to the table below with the list of possible ?EPC contractors.? Barrancabermeja Refinery Modernization Project, Colombia. The Grantee (Ecopetrol S.A.) invites submission of qualifications and proposal data (collectively referred to as the "Proposal") from interested U.S. firms that are qualified on the basis of experience and capability to develop a Feasibility Study to modernize, rationalize, and upgrade refinery operations at Barrancabermeja in order to match product demand with refinery output. The objective of the Feasibility Study is to develop an integrated master plan for the Barrancabermeja refinery to modernize its operations. The scope of the integrated master plan will include the entire refinery and all of its operations. Specifically, the integrated master plan will address options such as: (i) hydrocracking; (ii) fuel oil conversion; (iii) modernization of the existing solvent deasphalting unit; (iv) feasibility of installing a vacuum bottom delayed coker plant; and (v) other modernization options. The Terms of Reference (TOR) for the Feasibility Study include the following tasks: 1) Review available data and project demand for petroleum products for the next twenty years; 2) Conduct a performance assessment of the Barrancabermeja refinery; 3) Develop detailed requirements for the refinery to meet demand forecasts for petroleum products, including near-term de-bottlenecking; 4) Develop a detailed list of options for refinery rationalization and modernization; 5) Develop investment requirements for the refinery; 6) Develop an integrated master plan for the rationalization and modernization of the refinery; 7) Conduct economic and financial analyses of the required investments; 8) Develop a blueprint for financing the project; 9) Prepare a developmental impact assessment; 10) Prepare an environmental impact assessment; and 11) Final report. The U.S. firm selected will be paid in U.S. dollars from a $600,000 grant to the Grantee from the U.S. Trade and Development Agency (USTDA). A detailed Request for Proposals (RFP), which includes requirements for the Proposal, the TOR, and a background Definitional Mission report is available from USTDA, at 1000 Wilson Boulevard, Suite 1600, Arlington, VA 22209-3901. Requests for the RFP should be faxed to the IRC, USTDA at 703-875-4009. In the fax, please include your firm?s name, contact person, address, and telephone number. Some firms have found that RFP materials sent by U.S. mail do not reach them in time for preparation of an adequate response. Firms that want USTDA to use an overnight delivery service should include the name of the delivery service and your firm's account number in the request for the RFP. Firms that want to send a courier to USTDA to retrieve the RFP should allow one hour after faxing the request to USTDA before scheduling a pick-up. Please note that no telephone requests for the RFP will be honored. Please check your internal fax verification receipt. Because of the large number of RFP requests, USTDA cannot respond to requests for fax verification. Requests for RFP's received before 4:00 PM will be mailed the same day. Requests received after 4:00 PM will be mailed the following day. Please check with your courier and/or mailroom before calling USTDA. Only U.S. firms and individuals may bid on this USTDA-financed activity. Interested firms, their subcontractors and employees of all participants must qualify under USTDA's nationality requirements as of the due date for submission of qualifications and proposals and, if selected to carry out the USTDA-financed activity, must continue to meet such requirements throughout the duration of the USTDA-financed activity. All goods and services to be provided by the selected firm shall have their nationality, source, and origin in the U.S. or host country. The U.S. firm may use subcontractors from the host country for up to 20 percent of the USTDA grant amount. Details of USTDA's nationality requirements and mandatory contract clauses are also included in the RFP. Interested U.S. firms should submit their Proposal in English and Spanish directly to the Grantee by 4:00 PM (local time in Bogota, Colombia), January 25, 2007, at the above address. Evaluation criteria for the Proposal are included in the RFP. Price will not be a factor in contractor selection, and therefore, cost proposals should NOT be submitted. The Grantee reserves the right to reject any and/or all Proposals. The Grantee also reserves the right to contract with the selected firm for subsequent work related to the project. The Grantee is not bound to pay for any costs associated with the preparation and submission of Proposals.
