- Description
- The United States Environmental Protection Agency (EPA) in Region 3 has a requirement for equipment maintenance and warehouse services. The EPA maintains a stock of government owned emergency response equipment and supplies, including personal protection equipment, sampling and detection equipment, and related hazardous materials response equipment. The purpose of this contract is to ensure that the EPA?s emergency response equipment is operable and ready for deployment and use by EPA personnel in an emergency at all times. Region 3's requirements under this contract include the facility operation/management of EPA warehouse facilities at Boothwyn, PA, Philadelphia, PA, Wheeling, WV, and Fort Meade, MD (with the primary location being Boothwyn, PA); the inventory management of equipment/materials through a Government-owned electronic data system; the maintenance and repair of all equipment; and related training. The successful awardee will be required to provide all necessary labor services related to these requirements. The proposed contract is 100% set aside for small business concerns (See FedBizOpps Numbered Notes #1). NAICS code 493190 applies. The contract will consist of a one-year base period and four (4) one-year option periods. The Government anticipates award of a fixed price contract with cost reimbursement elements. As these are commercial services, the Government will utilize simplified acquisition procedures (SAP) found in FAR Parts 12 & 13. Award will be made using Low Price Technically Acceptable Source Selection Procedures. Award will be made on the basis of the lowest evaluated price of proposals meeting or exceeding the acceptability standards for non-cost factors. Non-cost evaluation factors that will be reviewed for Technical Acceptability are (1) Past Performance and (2) Maintenance Plan. The Request for Quotations (RFQ) is anticipated to be issued on or before January 31, 2007, with an estimated closing date of February 21, 2007. As the RFQ and required attachments are not anticipated to be posted on FedBizOpps, interested parties must contact the Contract Specialist, Jeffrey Fang at fang.jeffrey@epa.gov, to obtain copies of the RFQ.
