Description
NATO Supreme Allied Commander Transformation Headquarters (HQ SACT) intends to advertise for International Competitive Bidding (ICB) on works and services within the framework of the NATO Military Budget Committee (MBC). Eligible firms will be invited to bid on contractor support to research and develop a study on bandwidth optimization for information distribution. HQ SACT is serving as the Host Nation for this project, which was authorized by the MBC. HQ SACT intends to use the sealed bid procedure involving possible pre-award discussions. Partial bidding is not allowed. The estimated value of this project is not available at this time. The reference for this project is ACT-SACT-07-08 and all correspondence in relation to this procurement shall refer to this reference. The U.S. Department of Commerce will be using as its reference IFIB-ACT-SACT-07-08. SCOPE OF PROJECT HQ SACT is seeking contractor support to conduct analysis and research into the techniques, processes and procedures that can be used to optimize bandwidth utilization when XML technology is being used for information exchange and interoperability. The study will utilize a demonstrator capability in its research and the results will be made available to the NATO nations so that system planners and program managers are better able to scope their future bandwidth requirements. Firms that have performed contracts within the last three years substantially similar in scope to the requirement described in the solicitation are eligible to apply. Contractor personnel performing services under the contract must be citizens of a NATO nation, possess at least a valid NATO SECRET level security clearance, and have appropriate experience in a related field. Please note that it is the responsibility of the contractor to ensure that the Defense Industrial Security Clearance Office (DISCO) forwards to the Host Nation the NATO clearance certifications for all personnel assigned to the contract. The IFIB package will contain material at the level of NATO UNCLASSIFIED. Contracted outputs will be delivered to HQ SACT in Norfolk VA. There may be, however, a requirement for travel to additional sites in support of the contract. BIDDING PROCEDURE The U.S. Department of Commerce does not serve as the Host Nation for NATO projects. Its role is to approve for bidding those firms of NATO-member nations with a facility located within the United States. Only firms approved by the U.S. Department of Commerce will be allowed to bid. The DOE is used to nominate the firm to the Bidders List for a particular project. The U.S. Department of Commerce forwards the DOE to the Host Nation. The Host Nation will not accept requests for nomination received directly from firms. Those firms that are nominated to the bidders list before the deadline will receive e-mail notification that the IFIB documents have become available for downloading from the following website: http://www.act.nato.int/contracting.asp?contracttype=RFP As provided for under MBC rules, nominations to the bidders list will continue to be accepted by the Host Nation after the IFIB is issued and until the bid closing date. IMPORTANT DEADLINES 1. Deadline for receiving notification that IFIB is available on website: 6 February 2007 2. Earliest date that IFIB will be posted on website: 9 February 2007 3. Planned bid closing date: 23 March 2007 4. Period of Performance: 16 April 2007 to 31 December 2007 with the possibility of one option year 1 January 2008 to 31 December 2008 (to be confirmed)
