Description
THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. The Request for Quotation (RFQ) number is EA133C-07-RQ-0102. The U.S. Department of Commerce, NOAA, National Ocean Service Hollings Marine Lab, 331 Ft. Johnson Road, Charleston, South Carolina 29412 intends to purchase the following equipment: Ambion AA MessageAmp II Cy3 20rxn Kits, 30 each. Kits to be delivered FOB Destination to the Lab at 331 Ft. Johnson Road, Charleston, SC 29412. These kits are needed to conduct and complete a major project of the Lab. These kits are used to amplify and label oyster messenger RNA so that gene expression in response to environmental challenge can be quantified using gene microarrays. The amplification involves the generation of aminoallyl-modified RNA, and the labeling step involves the conjugation of Cy3 dye to the aminoallyl-derivatized RNA. These kits are needed to analyze messenger RNA from oysters collected from field sites and to compare these results with those already obrtained for messenger RNA from oysters challenged under con trolled laboratory conditions. The studies on the laboratory-challenged oysters have been completed, and were all conducted using Ambion AA MessageAMp II Cy3 20rxn kits. It is necessary that the analysis on the messenger RNA from the field collected oysters be conducted using exactly the same methods and reagents as for the laboratory challenged oysters. If the methods and reagents used in the two projects are not the same, then the results will not be comparable and the design of the experiments and the analysis of the data will be open to question and challenge. In order to comply with the Debt Collection Improvement Act of 1966, all contractors must be registered in the Central Contractor Registration (CCR) to be considered for an award of a federal contract. For information regarding registration in CCR contact the CCR website at www.ccr.gov/index.cfm. The FSC for this is 6640 and the NAICS Code is 334516, small business size standard is 500 employees. The government intends to award a firm-fixed price purchase order for this requirement. Incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-14. FAR 52.212-1 Instructions to Offerors-Commercial Items applies. Evaluation will be in accordance with FAR 52.212-2 Evaluation_Commercial Items. Award will be made to the responsible, responsive offeror whose offer will result in the lowest technically acceptable price, who can best meet the required specifications. FAR 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items applies. The following addenda or additional terms and conditions apply: None. No Defense Priorities and Allocations System (DPAS) rating is assigned.
