Description
The U. S. Department of Commerce, National Institute of Standards and Technology (NIST) proposes to negotiate on a sole source basis, under the authority of 41 U.S.C. 253(c)(1), with Minolta for a Spectroradiometer and a Battery-Operated Color Meter. The Spectroradiometer is to be used for the Display Metrology Short Course (DMSC) and to serve as a reference Spectroradiometer for laboratory calibration. The Spectroradiometer must measure from 380 nm to 780 nm with a spectral bandwidth of 5 nm or less and wavelength resolution of 1 nm or less. It must have a luminance range of 0.01 to 80,000 cd/m2 or greater, a polarization error of 5% or less, and a USB or RS232 interface. It must have a color accuracy of 0.0015 or less in (x,y) chromaticity coordinates, a color repeatability of 0.0002 or less in (x,y), show no more error than 0.01 in (x,y) in the measurement of 400 nm and 700 nm narrow-band (10 nm) interference filters. It must have a measurement field angle of 1 degree and come with Windows-based software to permit full operation and data collection into common spreadsheets. The battery-operated color measurement device that can measure dark blacks of electronic displays accurately. The color meter must be able to measure colors in the range of 380 nm to 780 nm. It must have a luminance range of 0.01 to 20,000,000 cd/m2 or greater, operate on conventional batteries, and have a USB interface. It must have a color accuracy of 0.002 or less in (x,y) chromaticity coordinates, a color repeatability of 0.0005 or less in (x,y), and show no more error than 0.01 in (x,y) in the measurement of 400 nm and 700 nm narrow-band (10 nm) interference filters. It must have three or more selectable measurement field angles from 0.1 degree to 1degree and come with operating software to record data. This procurement is being conducted per FAR Part 13, Simplified Acquisition Procedures (NTE $100K). The Spectroradiometer and battery-operated color measurement are the only system that meets all of NIST's requirements. This synopsis is issued for information only. No competitive solicitation is planned. Information submitted in response to this notice will be used solely to determine whether or not use of competitive procedures to fulfill this requirement would be in the Government's best interest and must address qualifications pertinent to this requirement. Any questions regarding this notice must be submitted in writing to the attention of Ms. Yates (e-mail preferred) January 30,2007. Anticipated award date is January 31, 2007.
