Description
NONPERSONAL SERVICE TP PROVIDE ALL LABOR, TOOLS, TRANSPORTATION, EQUIPMENT AND MATERIALS NECESSARY TO PRIVODE RENTAL OF A FORKLIFT IN ACCORDNACE WITH ATTACHED STATEMENT OF WORK (SOW) REQUEST FOR QUOTATION STATEMENT OF WORK FOR RENTAL OF 18 ton Forklift 1. DESCRIPTION OF SERVICES. The contractor shall provide all personnel, equipment, tools, material, supplies, transportation, management, and other services necessary to provide a vehicle rental for the US Depot in Germersheim. The contractor shall provide rental of the following types of vehicles: 1.1 1 ea vehicles is needed, and must meet the size and cargo requirements as outlined below. The vehicle must also meet all requirements outlined in the following paragraphs: 1.1.1 One (1) ea vehicle with a lifting caoacity of 18 tons. 1.2 The contractor shall provide winter or all-weather tires during the appropriate weather periods. When necessary, the contractor shall provide the change out of the tires at no additional cost to the government. The vehicles shall be equipped with the following accessories, to include but not limited to: Speedometer and odometer in kilometers Air conditioning AM/FM cassette radio/CD player Power steering Power Locks Operator?s Handbook 1.3 The vehicle shall be equipped with the following accessories, as required by German Law, but not limited to: Emergency flashers Seat belts UUV inspection performed within the last three months 2. GENERAL INFORMATION 2.1 The vehicles shall be delivered to a designated government representative at bldg 7525, Germersheim Army Depot; between 0800-1600 on the contract start date. The contractor shall pick up vehicle not later than five (5) working days after contract completion date as coordinated with the government representative. The contractor shall not receive payment for the time between contract expiration and time of pick up. During the rental period, the vehicle remains the property of the contractor. The contractor shall assume all risks and costs associated with either the failure to obtain a license and permits which may be required or failure to comply with any laws, degrees, regulations or standards which may apply to this performance as required by the German government 2.2 The vehicle shall be in good, clean, safe, and serviceable operating condition in accordance with the owner?s manual. The vehicle shall be no more than three years old. Vehicle shall be registered and licensed and comply with all applicable safety and environmental laws, ordinances, rules and regulations issued by the German government. 2.3 The contractor shall provide 8 hours, 5 days per week full service maintenance without additional cost to DDDE service program 2.4 The rental price for the vehicle shall include unlimited kilometers per vehicle. 2.5 The contractor shall provide all maintenance including oil changes and lubrication, required to maintain the vehicle as specified in the owner?s manual or to keep the vehicle in a safe operating condition outside of the U.S. Government property. Routine maintenance shall be completed within 24 hours after delivery of the vehicle to the contractor. 2.6 The assigned U.S. Government driver shall perform regular operator maintenance on the vehicle to include checking and maintaining the correct level of motor oil and other readily accessible fluid levels such as the engine coolant, windshield washer solution and brake fluid, as well as checking and maintaining the correct tire pressure, and filling the fuel tank. The U.S. Government shall provide the required fuel. The contractor shall perform all maintenance and repairs above the level of operator maintenance. The completion of tire repair shall not exceed 24 hours. The contractor shall coordinate with the government representative to arrange a date and time. 2.7 The designated representative shall inform the contractor when suspected major repairs are required and coordinate a time and date for delivery of the vehicle to the contractor?s normal place of business. The contractor shall be responsible for the cost of all major repairs, towing, tire, and battery replacement as well as wreckage. 2.8 The contractor shall reimburse the U.S. Government for minor emergency repairs for which an authorized agency of the contractor was not readily available. The U.S. Government will provide proof of prior payment to the contractor. 2.9 Repairs and maintenance shall be performed within 24 hours after delivery of the vehicles to the contractor?s normal place of business. When repairs or maintenance cannot be completed within this time, the government representative shall be notified of the estimated time required and the contractor shall not be paid the rental fee for the duration of the down time. 2.10 Normal Wear and Tear. Normal wear and tear is defined as minor scratches, small dents, and small chips in the paint caused by everyday driving to include dents caused by other vehicles? door hitting vehicle during opening and closing. Chips and cracks in the windshield caused by flying debris on the road are also considered normal wear and tear. Also, flat tires caused by road debris, such as a nail, screw or from an unavoidable hole in the road. 2.11 Vehicles returned to the contractor will be in clean condition. The government representative will ensure accessories received with the vehicle are in the vehicle at time of turn in. The contractor shall inspect the vehicle and notify the contracting officer of any damages other than normal wear and tear. Any accident damage found to be other than normal wear and tear shall be the responsibility of the government. The contractor shall provide an invoice with supporting documentation (i.e. pictures, forms showing condition of vehicle at turnover to government, forms showing condition when returned to the contractor, damage reports, and independent estimates (in English)). Invoices without documentation will not be considered. Invoices must be submitted to the contracting officer within 14 calendar days of vehicle turn in. Invoices not received within 14 calendar days after vehicle turn in and not submitted in English may be denied for payment. Damage report and any forms showing condition of vehicle at turnover to the government and return to the contractor shall be signed by the designated government representative on the date of occurrence. 3. Regular working days of the designated government representative are Monday through Friday, except on German and American holidays.
