- (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; p roposals are being requested and a written solicitation will not be issued. (ii) The solicitation number is W911QX-07-T-0031. (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-14. (iv) This acquisition is set-aside for small business concerns. The associated NAICS code is 332311. The small business size standard is 500 employees. (v) The following is a list of contract line item number(s) and items, quantities and units of measure, (including option(s), if applicable): Line Item 0001, One (1) Each, RF Shielded Enclosure in accordance with the description below and attached drawing. (vi) Description of requirement: Shielded enclosure size (Minimum): 12 wide x 16 long x 10 high; Shielding performance Magnetic: 56 dB @ 10 kHz, 100 dB @ 200 kHz; Shielding Performance Electric: 100 dB from 14 kHz to 400 MHz; Shielding performance Plane wave: 100 dB from 50 MHz to 1 GHz; Shielding performance Microwave: 100 dB from 1 GHz to 18 GHz; Power Requirements: RF power filters with ampere rating of 100A Voltage rating 3 phase 120/208 VAC 60 HZ located F19 on drawing. Power panel mounted inside of shielded enclosure 100 Amps; 208/120 volts; 3 phase; 4 wire; 60 Hz; 42 breakers slots; 20 & 30 Amp breakers. Located on inside wall where RF Filters F19 are located on drawing. Dual RF power filter for warning light with an ampere rating of 10A voltage rating 120 VAC, 60 Hz located F22 on drawing. Government will complete all connections t o this RF control Filter. Dual RF control filter with an ampere rating of 5A voltage rating of 120 VAC 60 HZ located at F26 on drawing. This organization will complete all connections to this RF filter; Power outlets: 1 each NEMA 1 box; 30 Amps; 208 volts ; 3 phase; 4 wire; 60 Hz 9 Each Duplex receptacles installed along the walls at 36 above false floor 5 each Quad receptacles installed on the floor under equipment racks. Each duplex receptacle wired to a single 20 Amp breaker. Lights: 4 Each fluorescent light fixtures with dimmer switches for each pair. The light fixture closest to the door will require an emergency ballast/battery backup; Telephone & PA Filter: 10 pair telephone line filter. The telephone line filters shall be balanced 300/600 ohm unit s packaged to handle one two-wire telephone line. The pass band shall be from DC to 28 kHz minimum. Line filter shall have a conducted insertion loss of 100 dB from 50 MHz to 1 GHz at full load condition. Location of telephone filter F51 on drawing; Door: RCM shielded door 3 wide x 7 high; Patch panels: 2 Each 12 x 12 with 4 bulkhead connectors for each of the following connectors N, SMA, 3.5 and 4 fiber optic feed through ST(type) located as per drawing; Waveguide vents penetrations: 4 each 9 x 9 a nd 1 each 16 x 16 for HVAC located in the ceiling as per drawing; Waveguide pipe penetrations: 2 each 4 waveguide pipe penetration located in floor under computer floor. They should have 1 centers between pipes located as per drawing. 4 each 1 wavegu ide pipe penetrations with dielectric connectors; Fire Protection: The shielded enclosure shall have an independent gas suppression system. Raised computer floor: Raised computer floor 2 above shielded door threshold. The shielded enclosure will be servic ed by an existing 30 kva; Dry type; 480-208/120 volts; 3 phase; 4 wire; 60 Hz; K-13 rated transformer which will be located near the north wall of the shielded enclosure. The successful bidder shall provide all electrical wiring and fire suppression for a complete turnkey system. The successful offeror shall supply all material and labor to construct, assemble and install the shielded enclosure. Upon completion of the shielded enclosure the bidder shall perform an RF Certification test of the shielding integrity per IEEE-299. See Attached Drawing. (vii) Delivery: The successful offeror shall deliver, assemble and install the enclosure at the EMVAF facility at Wh ite Sands Missile Range, NM. The enclosure shall not be delivered prior to completion of the EMVAF facility which has a scheduled completion date of August 2007. Acceptance shall be performed at White Sands Missile Range, NM. The FOB point is Destination . (viii) The provision at 52.212-1, Instructions to Offerors - Commercial, applies to this acquisition. The following addenda have been attached to this provision: None. (ix) The provision at FAR 52.212-2, Evaluation - Commercial Items is applicable to t his acquisition. The specific evaluation criteria to be included in paragraph (a) of that provision are as follows: Technical, past performance and price. Technical and past performance are of equal importance and when combined are significantly more imp ortant than price. The technical evaluation will be a determination as to whether the proposed chamber meets the specifications listed in (vi) above. Technical evaluation shall be based on information furnished by the offeror. The government is not respon sible for locating or securing any information which is not identified in the proposal. To ensure sufficient information is available, offerors must furnish as part of their proposal all descriptive material (such as cuts, illustrations, drawings, or other information) necessary for the government to determine whether the product meets the specifications. If the offeror proposes to modify a product so as to make it conform to the requirement of this solicitation the offeror shall include a clear description of such proposed modifications and clearly mark any descriptive materials to show modifications. Past performance will be evaluated based on information provided by the offeror as to actual sales of like or similar products to industry or government agenc ies. Past performance will consider the history of the offeror in providing a product that meets specifications, meeting delivery schedules and warranty and maintenance reputation. Offerors must include records of at least three recent sales and identify a point of contact for each by providing a name and telephone number. Price will be evaluated on a best value basis. The government will award a contract to the offeror whose offer conforms to this solicitation and will be most advantageous to the governmen t, price and other factors considered. The government reserves the right to make an award without discussions and to make award to other than the lowest price. (x) Offerors shall include a completed copy of the provision at FAR 52.212-3, Offeror Represent ations and Certifications - Commercial Items, and DFARS 252.212-7000, Offeror Representations and Certifications -Commercial Items, with its offer.
