- This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov and the Navy Electronic Commerce on Line (NECO) site located at https://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting synopses and solicitations to the Internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by NSWC Crane. This is a multi-service requirement for the 5.56MM Frangible Ammunition. The Government intends to procure Frangible ammunition. The Primary contract Minimum quantity of $2,500,000 of ammunition will be purchased at time of award and a Maximum (in addition to the minimum) of $29,900,000 of ammunition may be purchased over the 5 year life of the contract. The Secondary contract Minimum quantity of $11,250.00 of ammunition will be purchased at time of award and a Maximum (in addition to the minimum) of $17,000,000 of ammunition may be purchased over the 5 year life of the contract. This ammunition shall be manufactured In accordance with Government Specifications and drawings. Along with your proposal, a 3,000 round product sample of ammunition will be required. The specifications and drawings will be included in the solicitation when issued. Military packaging shall be required for these components. Two contracts may be awarded as a result of this solicitation. Award of the Primary Contract will be to that contractor determined to offer the greatest value to the government. A Secondary contract to a different source may be awarded to that offeror determined to offer the second greatest value to the government. Orders, above the guaranteed minimum, will only be placed against the secondary contract awarded in the event the government determines there is a need to utilize a second source for this item. Firm-fixed price, 5-year, IDIQ contracts are anticipated. Delivery of the minimum quantity is required to begin within 4 months after contract award, and shall be FOB destination. The anticipated delivery locations are several locations within the continental United States. Inspection and acceptance will be at source. A safety survey will be required prior to award of the contract to ensure contractor compliance with the requirements of DFARS 252.223-7002 and 252.223-7003. Offerors must be certified under the Joint Certification Progr am and provide confirmation in order to receive the technical data pac kage. More information will be contained in the solicitation. Offerors may obtain certification information via the internet @ http://www.dlis.dla.mil/JCP/default.asp. To be eligible for award, contractors must be properly registered in the Government's Central Contractor Registration (CCR). Offerors may obtain information on CCR registration and annual confirmation requirements by calling 1-888-227-2423, or via the internet @ www.ccr.gov. If a change occurs in this requirement, only those offerors that respond to this announcement within the required time frame will be provided any changes/amendments and considered for future discussions and/or award.
