- Institute of Museum and Library Services Assessment of the Impact of Public Access Computing at Public Libraries Posting for Federal Business Opportunities Contracting Office Address: Institute of Museum and Library Services, Office of the Director, 1800 M St., NW 9th floor, Washington, DC 20036 Description: The Institute of Museum and Library Services helps builds the capacity of the nation?s museums and libraries through grants, convenings, research and communications. The Institute provides resources for museums and libraries to sustain our cultural heritage, foster learning and innovation, and build professional capacity. The Institute is authorized to undertake research on national trends of museum and library services and to report on the impact and effectiveness of services provided by museums and libraries. In 2007, IMLS will oversee a study of the impact on individuals, families, and communities of public access computing services provided at public libraries throughout the United States. Public access computing is defined here as free access to computers and the Internet through public libraries and to the services that public libraries provide to help patrons use computers and find online information they need. The study seeks to document the value that access to computers and information brings for the social, economic, personal, and professional well-being of individuals and communities across the nation. For many, the library provides the preferred, and sometimes only, means of access to services and information to help find a job, help with homework, obtain health, medical, or financial information, connect with family, or submit online forms. The study intends to identify a set of indicators to measure the beneficial impact where public access computing is present, and conversely, the negative impact where access is low or weak. IMLS is conducting the study with the support of the Bill and Melinda Gates Foundation. IMLS expects that the study will focus on key areas of specific impact (e.g., education, economic development, health literacy, immigrant acculturation, and social connectness) and that the offeror will identify appropriate levels of measurement and sampling methods for the data collection and analysis. IMLS encourages eligible organizations to partner or collaborate in response to this solicitation. The findings of the study will assist in allocation and distribution of resources, development of technology strategies, and the evaluation of technology plans, and will be of value to community planners; federal, state and local governments; policy makers; information specialists; and library officials. IMLS anticipates posting the solicitation on or around January 31, 2007 with a deadline of March 19, 2007, and awarding a contract on or around April 2, 2007.
