Description
The Broadcasting Board of Governors, International Broadcasting Bureau (BBG/IBB), Office of Contracts (CON), has a requirement for a contractor to maintain twelve 580kVA Pulse Step Modulator (PSM) transformers at its Tinian Transmitting Station. The Contractor shall provide all labor, supervision, machinery, equipment, and materials necessary to: (1) De-energize the transformers and perform lockout/tagout procedures; (2) Drain the existing dielectric fluid liquid from the twelve transformers; (3) Replace gaskets as required; (4) Transfer drained electric fluid into Environmental Protection Agency (EPA) approved, contractor provided containers for government disposal; (5) Refill the transformers with approved minimum 300 degree Celsius fire point rated new dielectric fluid; and (6) Energize and test transformers per manufacturer's instructions. The Offeror's proposal shall include a description of how the work is to be performed and of the type of oil to be used for the retrofill. This description shall include electrical, physical, chemical, thermal and environmental properties with the associated test methods used to obtain the property value of the oil. All work shall be in accordance with Institute of Electrical and Electronics Engineers (IEEE) Standard C57.111-1989 (R2003). The total estimated price range to accomplish the above work is between $100,000 and $250,000. The proposed period of performance of this work requires completion within 150 calendar days from issuance of the Notice-to-Proceed (NTP). The contractor shall be responsible for visiting the Tinian Transmitting Station Site to verify local conditions. Pursuant to Federal Acquisition Regulation (FAR) Subpart 15.304, Offerors are hereby notified that the basis for award will include: (1) technical evaluation factors (i.e., technical approach, management approach, and experience) and (2) price evaluation factors (past performance and proposed firm-fixed-price) with technical evaluation factors being approximately equal to price. The IBB intends to electronically post the Request for Proposal (RFP) solicitation for this negotiated firm-fixed-price construction procurement on this FBO website in March 2007, with a proposal response date of 30 days after the posting date. The North American Industry Classification System Code (NAICS) for this construction procurement is 811213 entitled "Communication Equipment Repair and Maintenance". All responsible business sources may submit a proposal in response to the forthcoming solicitation document, and all proposals shall be considered by the Agency. This FBO notice is not a RFP, IFB, or RFQ.
