- (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quote is being requested and a written solicitation will not be issued. (ii) Solicitation Number HC1013-07-T-0035. This solicitation is a Request For Quote (RFQ). (iii) The RFQ document and incorporated provisions and clauses are those in effect through FAC 2005-14 and DFARS Change Notice (DCN) 20061219. (iv) This is a SMALL BUSINESS SET-ASIDE. NAICS Code 541519 Other Computer Related Services. Size standard $21M. (v) Provide a price for items listed in the attached Excel Spreadsheet, Addendum 1, Schedule of Supplies/Services (Vendor fill-in). (vi) Description of Requirement: Lumeta Enterprises Ipsonar to include hardware, software and services. See Addendum 1 for Schedule of Supplies/Services. See Addendum 2, Statement of Work. (vii) Period of performance shall be one base year plus two one-year options for maintenance. Reference Addendum 2 for delivery location. (viii) FAR 52.212-1 applies to this acquisition. ix) Award shall be made to the lowest cost, technically acceptable offeror. Task Order Title. Professional Support/Deployment Services by Lumeta Enterprises. 3. Background. Lumeta has developed an application, IPsonar, which provides the capability to find, assess, recommend a fix, and monitor network resources, even across very large enterprise architectures. DISA is in the fourth year of working with the Lumeta IPsonar solution and has completed market analysis, acquisition, test, pilot, training, and deployment of the Lumeta IPsonar solution on the SIPRNet. The IPsonar suite consists of a central Server for report aggregation and one or more Sensors to collect mapping information. The IPsonar suite checks for network compliance to security policy through a central view to the enterprise network. The solution has proven effective on the SIPRNet to identify previously undetected or mis-configured devices. This proven technology is appropriate for the NIPRNet also. 4. Objectives. Lumeta Enterprises will be assisting DISA personnel with successful deployment of IPsonar. Once deployed, this will provide DISA with Situational Awareness of the global network (SIPRNet and NIPRNet), including the customer enclaves. This will detail any unauthorized hosts or unauthorized connections to the network as well as itemizing network anomalies that deviate from security policy. 5. Scope. Lumeta Enterprises will be assisting DISA personnel with the installation, configuration, data collection and monitoring of IPsonar products. 6. Specific Tasks. 6.1. Hardware and software installation, as directed, support engineer will assist DISA personnel in installing IPsonar products, assist with configuring the products in preparation for scanning the Government Network and perform the data collection phase of the scanning process, assist and monitor the report generation process during the scanning process and assist with the presentation of the key findings of the scanning process. Lumeta personnel will also be available for any support of the IPSonar product and inform the client of any new product deficiencies or upgrades. 7. Place of Performance. Work will take place in the Network Operations Warfare Facility (NOWF) at the DISA Skyline 7 facility in Falls Church, VA. 8. Period of Performance. The work will be performed for 365 days from the date of product procurement. 9. Delivery Schedule. SOW Task# 6.1.1; Deliverable Title - Hardware and Software Installation; Deliverable Format - Microsoft Word; Due Date - As Needed; Copies: 1 hard and 1 soft; Frequency and Remarks - None. 10. Security. All work will be completed at the CLASSIFIED level. 11. Government-Furnished Equipment (GFE)/Government-Furnished Information (GFI). No Government-Furnished Equipment (GFE) or Government-Furnished Information will be necessary to sustain this effort. 12. Other Pertinent Information or Special Considerations. a. Identification of Possible Follow-on Work. Should the US Government determine the Lumeta IPsonar product should be maintained beyond the 365-day performance period, continued technical support will be necessary. As such, this statement of work would be subject to modifications. b. Identification of Potential Conflicts of Interest (COI). No Conflicts of Interest have been identified at this time. c. Identification of Non-Disclosure Requirements. The contractor will not have access to sensitive or proprietary information before, during, or after the period of performance. 13.
