Description
The Federal Republic of Germany (FRG) intends to advertise for International Competitive Bidding (ICB) on works and services within the framework of the NATO Security Investment Program. Eligible firms will be invited to bid to standardize and upgrade Public Access LANs at JFC HQ Brunssum, CC Air HQ Ramstein, and CC Land HQ Heidelberg. The FRG is serving as the Host Nation for this project, which was authorized by the NATO Infrastructure Committee. The FRG intends to use the one-step/one-envelope bidding procedure. The estimated value of this project is not available at this time. The reference of the Invitation for International Bid (IFB) is BAWV-No. 68-05-11 (18/2006). The U.S. Department of Commerce will be using the reference IFB-GERMANY-68-05-11. Although it is planned to place contracts covering a/m works/services as a whole, the tender call may provide for a subdivision into separate lots. Applications to supply private extension systems or other telecommunication installations that are to be connected with public telecommunications networks may only be submitted by firms licensed to do so by the Regulierungsbehorde fur Telekommunikation und Post (RegTP), Heinrich-von-Stephan-Strasse 1, 53175 Bonn ? Bad Godesberg. A photocopy of the license must be submitted with the application. Deposit for security of completion: Not applicable The contract will be let as a fixed price contract with no variation clause or change of price for the performance time of the contract. The price proposal must be valid for a period of 6 months. The bidder must ensure and confirm that existing property rights will be usable by NATO, NATO nations, and third parties contracted by them for maintenance and modification without recurring fees and cost for the lifetime of the items procured. SCOPE OF PROJECT The procurement is to standardize and upgrade Public Access LANs throughout Allied Command Operations (ACO) in order to create an ACO-wide consistent baseline in the NU domain space. These services will take place at JFC HQ Brunssum, CC Air HQ Ramstein, and CC Land HQ Heidelberg. The procurement will include network components such as servers, switches, routers, workstations, and peripherals. It will also include the installation and integration of COTS hardware and software at the three locations. Personnel working on this project must be cleared for classified matters up to the degree of NATO SECRET. It is the responsibility of the contractor to ensure that the Defense Industrial Security Clearance Office (DISCO) forwards to the Host Nation the NATO clearance certifications for all personnel assigned to the contract. BIDDING PROCEDURE The U.S. Department of Commerce does not serve as the Host Nation for NATO projects. Its role is to approve for bidding those firms of NATO-member nations with a facility located within the United States. Only firms approved by the U.S. Department of Commerce will be allowed to bid. The DOE is used to nominate the firm to the Bidders List for a particular project. The U.S. Department of Commerce forwards the DOE to the U.S. Embassy, which in turn forwards it to the Host Nation. The Host Nation will not accept requests for nomination received directly from firms. Firms that the U.S. Embassy nominates to the Bidders List will be contacted directly by the Host Nation when the Invitation for International Bidding (IFB) has been issued. IMPORTANT DEADLINES 1.
