Description
An Indefinite-delivery, indefinite-quantity I.D.I.Q., multi-discipline contract to be awarded to an Emerging Small Business (ESB) for Architect-Engineer Service for the Department of Veteran Affairs Medical Center, Asheville, NC. The services for this contract include architectural, mechanical, electrical, civil, structural, environmental / asbestos, fire protection, security systems and other associated disciplines. The selected A/E firm shall provide professional A/E services for various VA projects as required. A/E services may include, but are not limited to site investigation, concept design development, consultations, preliminary drawings, construction drawings, specifications, accurate cost estimates, verification of as-built drawings, detailed drawings, and construction period services. Delivery or performance shall be made only as authorized by issuance of separate task orders and will be issued not-to-exceed $50,000 for a base year and 4 1-year options. NAICS codes are 541330 (Architectural Services) and 541430 (Engineering Services) The small business size standard for each code is $4.5M in annual gross revenues averaged over the past three years. The Emerging Small Business size standard is 50% of the Small Business size standard. Firms must be registered in the Central Contractor Registry (CCR) website located at http://www.ccr.gov prior to award to be eligible. A/E selection criteria shall include the following elements, but not necessarily listed in order of importance or merit: a) proposed management plan; b) previous experience; c) professional qualifications and background; d) facilities location; e) cost control; f) schedule control; g) estimating effectiveness. Describe experience and capabilities in the following areas: value engineering, life cycle analysis, critical path method, fast-track-construction, energy conservation, new energy sources, environmental assessment, specialized experience, computer aided design, drafting and other related computer applications. Describe awards received and circumstances and outcomes of any litigation you have been invloved in over the past five years. Indicate the type and amount of liability insurance you carry. A/E firms are required to submit 3 copies of Standard Form (SF) 330 to the attention of the Contracting Officer, Helen Kohler, VA Medical Center, 1100 Tunnel Road, Asheville, NC 28805 no later than February 16, 2007. THIS IS NOT A REQUEST FOR PROPOSAL. No material will be issued and no solicitation packages or bidder/plan holders list will be issued.
