Description
The Technology Transition & Concept Development Division, AAC/XRS, Eglin AFB FL seeks sources to award a contract for Massive Ordnance Penetrator B-2 Integration Quick Reaction Capability. The North American Industry Classification System (NAICS) Code for this effort is 541710; size standard 1000 employees. No solicitation is being issued at this time and this notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract. The Test, Evaluation and Specialized Contracts Branch (AAC/PKZ) in support of AAC/XRS is contemplating a 9-month contract to provide initial support for integrating the Massive Ordnance Penetrator on the B-2, including fit checks and flight tests, and planning for a follow-on acquisition of a limited number of Massive Ordnance Penetrator assets. Interested sources should reply within 15 days of the posting of this notice to Ms. Stacey Hughes, AAC/PKZB, Bldg 350, 205 West D Ave, Suite 433, Eglin AFB, FL 32542-6864, telephone: 850-882-0190. Potential sources must provide in their response to this announcement the following information: (1) Evidence of the ability to identify and plan for the resolution of all issues related to carriage of Massive Ordnance Penetrator on B-2 aircraft. (2) Evidence of the ability to plan for production of Massive Ordnance Penetrator assets and support equipment. (3) Ability to develop fielding and logistics plans for Massive Ordnance Penetrator. (4) Evidence that the contractor can provide engineers with a SECRET level clearance in accordance with Industrial Security Manual (DoD 5220.22M) by contract award. (5) Evidence that the contractor has: (a) engaged in this type of weapon integration for at least 2 years; (b) successfully managed and maintained professional support to customers for at least 2 years [submit names, addresses, and phone numbers of references and a point of contact for each]; (c) the necessary equipment, personnel, and financial resources to fulfill the requirements of this contract; (d) the experience and capability to accomplish the integration and planning efforts required in the contract. Firms responding to this notice should indicate their size in accordance with the size standard; ensure that the company name, address, a point of contact, Federal CAGE Code and business size are included in the capability package. The capabilities packages should be brief and concise, yet clearly demonstrate an ability to meet the stated requirements. Potential teaming and/or subcontracting arrangements should be identified and responsibilities delineated. The response should not exceed 10 single-spaced, 10 point typed pages. The Ombudsman doesn not diminish the authority of the program manager or contracting officer, but communicates contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel. When requested, the Ombudsman shall maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process. Matters of routine or administrative nature concerning this acquisition should not be addressed to the Ombudsman, but rather to the contracting point of contact identified above.
