Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 01-24. This is a sole source requirement IAW FAR 6.302-1. This RQF has the following line item(s): Line Item 0001 ? Teach course ORSC 798, Graduate Research Project. Course runs from 29 Jan 07 to 16 Mar 07. Advising and document review; 20 hours as arranged with students. Work shall be done IAW attached Statement of Objectives. Total hours to be worked is 20. Line Item 0002 ? Teach course ORSC 798, Graduate Research Project. Course runs from 26 Mar 07 to 08 Jun 07. Advising and document review; 30 hours as arranged with student. Work shall be done IAW attached Statement of Objectives. Total hours to be worked is 30. Line Item 0003 ? Teach course OPER 799, Thesis Research. Course runs from 29 Jan 07 to 16 Mar 07. Advising and document review; 40 hours as arranged with student. Work shall be done IAW attached Statement of Objectives. Total hours to be worked is 40. Line Item 0004 ? Teach course COMM 310, Written Communications. Course runs from 29 May 07 to 22 Jun 07 (1 Section). The section is 5 hours of lecture per week (4 weeks of class). Work shall be done IAW attached Statement of Objectives. Total hours to be worked is 100. Line Item 0005 ? Teach course COMM 310, Written Communications. Course runs from 4 Sep 07 to 28 Sep 07 (1 Section). Section is 5 hours of lecture per week (4 weeks of class). Work shall be done IAW attached Statement of Objectives. Total hours to be worked Is 100. Line Item 0006 ? Teach course COMM 680, Technical Reports and Theses. Course runs from 25 Jun 07 to 7 Sep 07 (2 Sections). Each section is 6 hours of lecture per week (10 weeks of class and a final). Work shall be done IAW attached Statement of Objectives. Total hours to be worked is 240. Proposals must price each line item listed above. Ship to: AFIT/ENV, 2950 Hobson Way, FOB destination, net 30 payment terms. The following clauses and provisions apply: 52.22-1, 52.212-3 and 52.212-2(a). Inserts for 52.212-2(a) are (in descending order of importance): (1) Technical capability of the item offered to meet the Government requirement, (2) Price, (3) Past performance and (4) Small disadvantaged business participation. Clauses 52.212-4 and 52.212-5 shall be included with any offer. In accordance with FAR 13.106-2(b) (2), the Government may award without discussions. WPAFB intends to award to: David Vaughan, Educational Consultant, 7485 Silver Lake Drive, Waynesville, OH 45068. Authority: 10 U.S.C. 2304(c) (1), Justification: Supplies (or Services) required are available from only one or a limited number of responsible source(s) and no other type of supplies or services will satisfy agency requirements. Ms. Debra Haley has been appointed as Ombudsman to hear concerns from offerors, or potential offerors, during the proposal development. The purpose of the Ombudsman is to communicate contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel. Existence of the Ombudsman does not diminish the authority of the program director or the contracting officer. Accordingly, the Ombudsman does not participate in the preparation of solicitations, the evaluation of proposals or the source selection process and, therefore, for routine matters on individual solicitations, please contact the buyer at the telephone number listed herein.
