Description
The U.S. Army Communications-Electronics Life Cycle Management Command (C-E LCMC) Acquisition Center Washington on behalf of the US Army Research, Development and Engineering Command, Communications and Electronics Research, Development and Engineer ing Center, Night Vision and Electronic Sensors Directorate, Countermine Division, Humanitarian Demining Team, intends to contract with CyTerra Corporation, Waltham, Massachusettes, on a sole source basis, for the research and development of a software min e detection algorithm(s) in an effort to further enhance the performance of the AN/PSS-14 and hardware and software updates and maintenance for existing AN/PSS-14 mine detecting sets being used in support of test evaluations in the United States and abroad by the Humanitarian Demining Research and Development Program (HD R&D). The estimated period of performance for this effort is thirty-six (36) months. The subject software mine detection algorithm(s) shall be designed and developed with two main objecti ves: to improve the overall system performance including probability of detection (Pd) and false alarm rate (FAR) and to make the system more user-friendly. The software algorithm(s) shall be used individually, or in a fusion mode of the available informat ion from the AN/PSS-14, integrated sensors including metal detector and ground penetrating radar (GPR). Furthermore, the software algorithm approach shall include, but not be limited to, a point detection approach and a region processing approach (RPA). T he North American Industry Classification System (NAICS) code is 541710 with a size standard of 500 employees. It is expected that the resultant contract will be a Cost-Plus-Fixed-Fee contract. It has been determined that CyTerra is the Only One Responsib le Source and no other Supplies or Services will satisfy Agency Requirements. The statutory authority for other than full and open competition is 10 USC 2304 (c)(1); Only One Responsible Source and no Other Supplies or Services will Satisfy Agency Requir ements. However, all responsible sources that can provide supporting data to demonstrate they can successfully provide the required research and development and support will be considered by the agency. Responses shall be no longer than ten (10) pages an d provided in Microsoft Word compatible format. Responses shall be submitted via email to sabin.joseph@cacw.army.mil within 45 calendar days of the date of this notice. All requests for further information must be in writing and via email to the above address, telephone requests for additional information will not be honored. Acknowledgement of receipt will be issued. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. See note 22.
